There shall be 1 parking space
per 250 square feet of building for retail buildings. There shall be 1 parking space per 200 square
feet of office. The table below is for the full build-out of the PUD.

Square Feet per Use Required Proposed
Restaurant 18,000 square
feet (540) seats
180
Retail 25,000 square feet 100
Office 20,000 100

Total 380 245

The applicant is requesting flexibility to allow a reduction in the parking spaces because of the
proposed shared parking for the development. This is consistent with the downtown design
guidelines which encourages businesses to establish or participate in providing shared parking
with reductions in required on-site parking. However, staff has been working with the applicant
on the number of parking stalls that would be adequate for the development and it is in staff’s
opinion that there is a shortage of parking for the full build out of the development. Since the
project is proposed in phases, the parking space requirements shall be further evaluated with each
phase of the development based on use. This may mean a reduction is square footage of
buildings, change in use by demand, or additional parking constructed.

The applicant will be required to record a shared parking and maintenance agreement benefiting
all of the properties in the PUD.

Streets and Access

The overall PUD plan shows a full access across from 146th Street into the site. No other access
is proposed at this time.

An additional 8 feet of right-of-way shall be dedicated for Highway 61. MNDOT is reviewing the
plans and will provide a comment letter for any required public improvements. All required
improvements shall be coordinated with, permitted, and approved by MNDOT.

Landscaping

Based on the type and size of the proposed restaurant building and the dimensions of the site, the
landscaping plan should include a minimum of 23 deciduous shade trees, 19 coniferous trees, and
19 ornamental, and 127 shrubs. The applicant’s landscape plan not only meets all of the City’s
landscape requirements for a commercial use but exceeds the requirements. The landscaping
surrounds the building with perennials and has trees and shrubs located within the parking lot in
