MnDOT
has reviewed the information and has the following comments:

Traffic Impact Study (TIS):
Based on the estimated new traffic to be generated by this development, MnDOT strongly
recommends the City require a Traffic Impact Study (TIS). MnDOT’s Access Management Manual,
Chapter 5, provides guidance for creating a TIS. The manual is located at: Resources - Access
Management - MnDOT (state.mn.us) This TIS should be shared with MnDOT when completed.

Questions on this comment should be directed to Kaare Festvog, MnDOT Metro District Traffic at
kaare.festvog@state.mn.us or 651-234-7814.

Signal Operations:
The development should connect the driveway to "Fondant Ave/Lower 147th St N/Foxhill Ave" for
a secondary access. Additionally, an Intersection Control Evaluation (ICE) report will be needed to
determine if the intersection with 146th Street can remain unsignalized.

Please direct questions on these comments to Michael Fairbanks, MnDOT Metro Signal Operations,
mike.fairbanks@state.mn.us or 651-234-7819.

Signing:
The Stop sign mentioned in the plans should be a 36” x 36” Stop sign and should be installed on a
2.5” square tube as according to MnDOT standards. See
http://www.dot.state.mn.us/trafficeng/signing/plans.html for correct details, and should be mounted
with appropriate base according to surface type.
