- 2 - <br />Oneka Prairie <br />July 20, 2022 <br />3. PARK DEDICATION: <br /> <br />The applicant is required to dedicate land, pay a fee, or a combination of land and fee to <br />satisfy park dedication per Sec. 90-324 of the City Code. The applicant is required to <br />dedicate 10% of the developable acres for park land with a density of less than 3.99 units <br />per acre. With 21.4 buildable acres, 2.14 acres of land would be required to be dedicated. <br /> <br />The developer is proposing to dedicate a combination of land and fee. The developer is <br />proposing to dedicate a tot lot that is 29,089 square feet or .66 acres which would satisfy <br />30% of the requirement. To satisfy the remaining requirement, 70% of the fee would be <br />paid per unit. <br /> <br />Park <br />Dedication <br />Calculations <br /> Required <br />*Land OR Fee Proposed <br />Land 10% of the developable acres 2.14 acres .66 acres and <br />Fee $3,400 per unit $200,600 $146,420 <br /> <br />The developer is proposing to construct amenities on the future city park including a <br />shelter, playground, and sidewalk loop in exchange for PUD flexibility. The site plan <br />also includes trees as a buffer to adjacent homes. There is a wetland shown on the <br />proposed park. Wetlands are not given credit for park dedication and this may result in <br />an adjustment to the final calculations. The Parks Commission should provide feedback <br />on the proposed site plan and amenities as it is anticipated that it will become a city park. <br /> <br /> <br />4. CONSISTENCY WITH COMPREHENSIVE PLAN: <br /> <br />Parks <br /> <br />This development is in Neighborhood Park Service Area 3 which does not have any parks <br />in it at this time. The property is not in an area identified as a greenway. Frog Hollow <br />and Oneka Elementary are the closest recreational amenities. Due to the size of the <br />proposed development, it is difficult to include a neighborhood park. It is likely that a <br />more sizeable neighborhood park would be constructed to the east with future <br />development. A future park in this location could be a part of a greenway corridor and <br />connect to city-owned park land to the south. <br /> <br />Trails <br /> <br />The developer is proposing to continue the trail and sidewalks on Oneka Park. They are <br />also proposing to extend the trail on the west side of Fair Oaks Avenue North and extend <br />it to the east to connect to future trails. Sidewalks are proposed along all remaining
