Conditional Use Permit Request for “Hugo Estates” <br />consisting of a 54 unit apartment building and 16 manufactured homes <br />located at 15135 and 15069-15099 Forest Boulevard North <br /> <br />DATE: October 12, 2022 for the Parks Commission meeting of October 19, 2022 <br /> <br /> <br />1. DESCRIPTION: <br /> <br />TPP, LLC has submitted an application requesting approval of a Conditional Use Permit <br />for a residential development with a 54 unit apartment building and 16 manufactured <br />home sites on 7 acres to be known as “Hugo Estates”. The properties are located north of <br />and will be a part of the existing Hugo Estates Community located at 15057 Forest Blvd. <br />N. and managed by Summit Management. <br /> <br />The approval request also includes a Minor Subdivision, Comprehensive Plan <br />Amendment, Zoning Amendment, and a variance which will be reviewed by the Planning <br />Commission. <br /> <br />2. PARK DEDICATION: <br /> <br />The developer is required to dedicate land, pay a fee, or a combination of land and fee to <br />satisfy park dedication per Sec. 90-324 of the City Code. The applicant is proposing to <br />pay a park dedication fee for the development. At the current fee of $3,400 per unit, the <br />total dedication would be $238,000. The fee will be paid at the time the property is <br />subdivided. <br /> <br />4. CONSISTENCY WITH PARK PLAN <br /> <br />Parks/ Open Space <br /> <br />This development is in Neighborhood Park Service Area 10 which includes Oneka Ponds <br />Park and city-owned properties. The community is immediately north of Hugo
