Demolition Specification and Oversight Services <br />Residential Property <br />6540 Greene Ave N <br />Hugo, MN 55038 <br />Dear Mr. Anderson: <br />Outlined below is a scope of work and cost estimate for WSB to perform Building Demolition and <br />Oversight Services at the residential property located at 6540 Greene Ave N in Hugo, Minnesota <br />(Site). The Site consists of Washington County Parcel 16.031.21.32.0001. WSB understands <br />the Site is developed with a two-story residential dwelling with detached garage, one barn, and <br />two sheds. According to Site information obtained from Washington County, the dwelling was <br />constructed in 1951 and consists of 2,184 square feet of living space. <br />WSB understands the City of Hugo (City) has recently purchased the Site and intends to <br />demolish the existing Site buildings. The former owner vacated the property the week of <br />September 1, 2022. WSB was contracted by the City to perform a Destructive Asbestos and <br />Regulated Materials Assessment at the Site. This assessment is in progress. <br />The following additional tasks will be performed as part of this Scope of Work: <br />Task 1: Demolition Specification, Quote Package, Bid Solicitation, and Contract Execution <br />To facilitate demolition of the Site buildings, the following items will be completed: <br />Demolition Specification – WSB will prepare a demolition specification for the removal <br />and disposal of the buildings and restoration of the Site. The specification will be Site <br />specific and contain details pertaining to the following demolition and restoration <br />components/requirements: <br />o Removal, management, and disposal of regulated materials including ACM and <br />LBP (if applicable). <br />o Abandonment of water wells and septic tanks (if applicable). <br />o Removal, management, and disposal of underground storage tanks, lifts/hoists, <br />sumps, or oil water separators (if applicable). <br />o Removal and management of petroleum-impacted soil (if applicable). <br />o Disconnection of all public and private utilities prior to demolition. <br />o Permit and notification responsibilities prior to demolition. <br />o Demolition and offsite disposal or recycling of all construction and demolition <br />debris, including concrete slabs and footings. <br />o Restoration of Site with backfill, topsoil, seed, and erosion controls. <br />Quote Package and Solicitation – WSB will prepare a quotation package and solicit bids <br />from contractors for the demolition of the Site buildings and Site restoration activities. It <br />is anticipated that a minimum of two competitive bids will be required prior to awarding <br />the demolition contract. Additionally, it is anticipated that WSB will organize and
