<br /> <br />CITY OF HUGO <br /> <br />PARKS COMMISSION REPORT <br /> <br /> <br />TO: Bryan Bear, City Administrator <br /> <br />FROM: Shayla Denaway, Parks Planner <br /> <br />SUBJECT: MN DNR Outdoor Recreation Grant Application <br /> <br />DATE: February 1, 2024 for the City Council meeting of February 5, 2024 <br /> <br /> <br />1: INTRODUCTION: <br /> <br />Staff is recommending approval of a resolution in support of application to the Minnesota <br />Department of Natural Resources Outdoor Recreation Grant Program. Grant funding <br />would be used to construct park amenities at Bernin Park adjacent to Oneka Lake. <br /> <br />2: PROJECT BACKGROUND: <br /> <br />The City of Hugo received a MN DNR Outdoor Recreation Grant to purchase property <br />located at 6540 Greene Avenue North from Bruce and Ginny Bernin in 2002. The <br />property continued to be leased back to the Bernins for their use until September 2022. <br />In November 2022, the Bernin Estate sold to the City of Hugo an additional .52 acre lot <br />located at 15230 Greene Avenue North. <br /> <br />In 2023, the park was master planned with the intention of constructing passive park <br />amenities and making the property available for public use. A neighborhood meeting <br />was held on June 27, 2023. Minimal changes to the draft plan were requested by the <br />residents and there was support from the Bernin family. The master plan was approved <br />by the Council on August 21, 2023. <br /> <br />The master plan includes construction of a parking lot off Greene Avenue North, a <br />combination of paved and gravel trails, signs, benches, and a fishing pier. Trails would <br />connect to Oneka Lake Park (an active park) and trails in the Shores of Oneka Lake. <br />Access to and views of Oneka Lake will be provided to residents. <br /> <br />WSB was authorized at the August 21, 2023 City Council meeting to draft construction <br />plans for the park. The plans are currently being drafted and are anticipated to be <br />complete in the next month. <br /> <br />
