<br />3: GRANT REQUIREMENTS: <br /> <br />The MN DNR Outdoor Recreation Grant Program assists local governments in acquiring <br />parkland or developing or redeveloping outdoor recreation facilities. The grant <br />reimburses up to 50% of the project costs. The maximum grant awarded is $350,000 for <br />a total maximum project cost of $700,000. The proposed Bernin Park improvements are <br />estimated to cost $700,000 to $1,000,000. The required 50% match and additional <br />construction costs would come out of the Special Park Fund. <br /> <br />Proposed projects must have public participation in the design. The park must remail <br />available to all persons without discrimination and facilities constructed must meet <br />Americans with Disabilities standards. A deed restriction is also required to ensure its <br />public use in perpetuity. <br /> <br />Application Requirements include: <br />• Application Summary <br />• Project Narrative <br />• SCORP Project Breakdown <br />• Cost Breakdown <br />• Project Site Evaluation: IPAC Report, SHPO Date request, Environmental <br />Screening Form <br />• Public Participation <br />• Availability <br />• Statement of Accessibility <br />• Applicant Resolution <br />• Maps and Plans <br /> <br />4: PROPOSED TIMELINE: <br /> <br />The city may submit a draft application for informal staff review by February 29, 2024. <br />The final application is due April 1, 2024. Staff intends to submit the pre-application for <br />informal review. Notifications of award are sent in the summer. Construction may start <br />in late 2024 but is likely to start in 2025. All work must be completed by June 30, 2026. <br /> <br />5: STAFF RECOMMENDATION <br /> <br />Staff recommends approval of submittal of an application for the MN DNR Outdoor <br />Recreation Grant to construct passive park amenities at Bernin Park.
