ITEM 3- Project Rela�on to SCORP <br /> <br />Connec�ng People to the Outdoors <br />1. Bernin Park is connected via sidewalk to an arterial trail along Oneka Lake Boulevard. This <br />ensures easy access for pedestrians and bicyclists throughout Hugo. The proposed trails will also <br />connect directly to the new residen�al neighborhood to the north and to the exis�ng Oneka <br />Lake Park trails to the west. The development of a small parking lot will allow for users who drive <br />to the park and will include an ADA stall and access aisle. The proposed improvements allow for <br />varying forms of transporta�on including driving, walking, and biking. <br />2. The park promotes a welcoming environment for people of all abili�es and diverse backgrounds. <br />A welcome direc�onal sign and trail kiosk with maps will help visitors feel comfortable, stay safe, <br />understand the greater trail system, and understand the rules. Addi�onally, smaller wayfinding <br />signs will be strategically placed along key loca�ons of the trail intersec�ons to help users <br />understand where they are located within the park and will complement the exis�ng trail signs <br />containing poems and quotes. A handicap accessible portable restroom will serve the property <br />and is connected to the trails and the parking lot ADA stall. The paved trails will provide access <br />to the proposed ameni�es, such as the fishing pier, picnic tables, bench sea�ng overlooks, etc. <br />Shade is available under the varying forms of tree canopies. The park will be maintained to <br />ensure a high-quality experience for park users. <br />3. High-quality experiences will be provided by loca�ng trails, overlooks, and places of rest or <br />socializa�on (picnic tables and benches) in though�ul loca�ons which highlight interes�ng <br />viewsheds or otherwise unique features of the property. At least 10 wayfinding/ educa�onal <br />signs are planned to be located throughout the park. The former owners playfully located signs <br />with environmental quotes throughout the property. The new wayfinding signs are planned to <br />con�nue their legacy in a similar fashion. <br />Crea�ng Opportuni�es <br />Development/ Redevelopment <br />5. The passive uses of Bernin Park will be complementary to the exis�ng ac�ve uses and picnic <br />shelter at the adjacent Oneka Lake Park. The variety of park ameni�es will provide numerous <br />recrea�onal opportuni�es to a diverse user group of differing abili�es and genera�ons. The <br />direct connec�on between the two parks and to the neighborhoods will encourage nature <br />explora�on for youth visi�ng the playground at Oneka Lake Park. The variety of trails and trail <br />routes will allow many users to experience the park without feeling crowded. <br />6. The primary ac�vi�es supported at Bernin Park are nature walking, fishing, water access, and <br />wildlife/ bird viewing. All ac�vi�es are accessible via ADA compliant trails and the parking lot <br />contains an ADA stall with access aisle. The preserva�on of the exis�ng natural resources and <br />expanding access to Oneka Lake provide opportuni�es for educa�onal signage and programs. <br />7. Bernin Park will provide recrea�on for future genera�ons and diverse communi�es through the <br />spectrum of crea�vity that nature explora�on can provide. Park users will be welcome to use <br />the park ameni�es in ways that meet their interests. Construc�on materials and methods will <br />allow for longer lifespans and will be appropriate to fit within the exis�ng natural environment.
