<br />Where site-specific data were not available, desktop data including MPCA What’s In My <br />Neighborhood, FEMA flood mapping, and licensed DNR NHIS data were reviewed. <br /> <br />4. Who contributed to filling out the ESF (include name, title, agency) and what qualifications do <br />they have that provide the necessary resource expertise to determine impact significance? <br /> <br />WSB, Alison Harwood, Sr. Environmental Scientist. These individuals regularly complete <br />NEPA/MEPA environmental documents for a variety of projects involving the issues <br />outlined above. <br /> <br />5. List all required federal, state, and local permits/approvals needed for the proposal and explain <br />their purpose and status. <br /> <br />An NPDES (National Pollution Discharge Elimination System) permit will be required and <br />completed along with a Rice Creek Watershed Permit meeting all requirements. <br /> <br /> <br />ITEM 6- PUBLIC PARTICIPATION AND BENEFIT <br /> <br />1. In both the short- and long-term, the outdoor recrea�on facili�es to be constructed include <br />bituminous and aggregate trails, wayfinding signage, kiosk with map and rules, site furnishings <br />(bike racks, ADA picnic tables, benches), fishing pier and parking lot. <br />2. No addi�onal construc�on projects are planned in the next three years. The proposed <br />construc�on fulfills the approved master plan. <br />3. Following purchase of the property in 2001, Bernin Park was master planned with a series of <br />neighborhood mee�ngs. Leters were sent out to the neighborhood to solicit their par�cipa�on. <br />A survey of preferred program/ac�vity op�ons was conducted. Following that input, two <br />concepts were reviewed at a neighborhood mee�ng on January 14, 2004. U�lizing that input, a <br />master plan was approved. The graphics of that master plan were updated by WSB and <br />Associates in 2023. A neighborhood mee�ng was held on June 27, 2023 to review the updated <br />plan. Residents were invited to par�cipate in the mee�ng via direct mailings, phone calls of <br />adjacent proper�es, social media posts, and an informa�on website page. Approximately 30 <br />residents par�cipated in the mee�ng and shared their input. One formal leter was received, <br />and the author was contacted via phone and par�cipated in the mee�ng. The MN DNR was <br />no�fied of the mee�ng and the plan updates. Mularie advised to con�nue to keep the DNR in <br />the loop prior to construc�on. This proposal will be posted on the city’s website in addi�on to <br />the approved master plan. <br />
