We have reviewed the following information related to this application: <br /> <br />• Liberty Academy – Civil and Landscape Plans by Kimley-Horn dated March 29, 2024 <br />• Stormwater Management Plan updated March 29, 2024 by Kimley-Horn <br />• Water Supply Memo prepared by SEH, dated October 6, 2023 <br /> <br /> <br />While we have reviewed preliminary plans for the site and offered preliminary comments to the <br />applicant, the review provided below is focused on the 33,500 square foot school additionportion <br />of the project. Based on the review of the documents submitted, we offer the following <br />Engineering comments related to this application: <br /> <br />General/Access/Grading <br />1. Current access to the existing school is located on County Road No. 7 (122nd Street N.). This <br />access location is in close proximity to the County Road No. 57 (Keller Avenue N.) <br />intersection and is proposed to be relocated for safety and operational improvements. <br />2. For both CR 7 and CR 57, the Washington County access spacing guidelines are ¼ mile <br />(1,320 feet). Washington County had provided preliminary feedback because the size of the <br />parcel and other constraints prevent the school from meeting these guidelines. <br />3. The new school access on CR 57 and the access to the septic area fall short of meeting the <br />access spacing guideline, however the spacing has been maximized and the existing school <br />access is proposed to be relocated, both of which Washington County is supportive of in their <br />April 23, 2024 review letter. <br />4. Washington County is requiring a right turn lane be constructed on CR 57 at the entrance to <br />the school as well as a southbound right turn lane on CR 57 approaching CR 7. <br />5. The proposed access for the septic system will not require any turn lane improvements at this <br />time. Right and left turn lanes will be required when the buildout of the future phase occurs <br />when access from CR 7 will be required. The septic system access should contain a gate or <br />chain restricting access for only septic purposes. <br />6. The improvements to CR 57 will require Washington County permitting and will be required to <br />be completed prior to the issuance of a certificate of occupancy. <br />7. The applicant is providing 75-ft ROW along CR 7 and 60-ft of ROW along CR consistent with <br />the Washington County 2040 Comprehensive Plan. <br />8. Detailed redline comments have been documented on the plans and previously sent to the <br />applicants engineer so they can be addressed in future submittals.
