Hugo and Washington County staff have reviewed the traffic study prepared for the <br />proposed Liberty Classical School proposed project. <br />10. The entire site is proposed to be mass graded for earthwork balancing and directing <br />stormwater to the stormwater basin for irrigation purposes. The addition to the school and <br />associated improvements will have storm sewer constructed that discharges into the <br />stormwater basin. Areas outside of the addition will be graded, however temporary swales <br />are proposed to ensure drainage is not blocked and is conveyed to the stormwater basin <br />allowing it to be used for water reuse. <br /> <br />Utility Plan <br /> <br />11. Existing and future phase of the school will be served by well water. The Applicant has <br />worked with a consultant on permitting these wells through the Minnesota Department of <br />Natural Resources. <br />12. Municipal sanitary sewer is located outside of Hugo’s Municipal Urban Service Area and the <br />site therefore requires an On-site Wastewater Treatment System (OSWTS). Due to the size <br />of the ultimate system, the Minnesota Pollution Control Agency is required to permit the <br />system. <br />13. The addition to the school is located where the existing septic area is located. Interim sewer <br />facility panning will be required to be provided for review until such time the OSWTS is <br />permitted and constructed. It is anticipated that the MPCA review, including the public <br />comment period, could be completed by October 2024. <br /> <br />Stormwater Management <br /> <br />14. The site is located in Brown’s Creek Watershed District (BCWD) and a permit through BCWD <br />will be required to be obtained prior to construction. <br />15. The site is proposing to meet water quality requirements through water reuse for onsite <br />irrigation.. Additional information on the irrigation design needs to be provided to confirm the <br />irrigation design meets requirements. <br />16. The site is proposing to meet rate control through the use of the onsite stormwater pond and <br />existing ponding area. Updates are needed on the hydraulic models; however it is anticipated <br />rate control will be able to be met with the current design. <br />17. Updates to the hydraulic models are needed to confirm City freeboard requirements are met <br />onsite. <br /> <br />Wetlands <br /> <br />18. The project boundary straddles both the City of Hugo and May Township. Due to this, WCA <br />was waived by May Township to the City of Hugo for the Wetland Boundary and Type <br />application. One (1) wetland was approved (notice sent in January 2024). This wetland falls <br />in the May Township section of the project while there were no wetlands identified in the City <br />of Hugo Section. Due to this, May Township will handle any wetland applications submitted <br />for the Liberty Classical Academy. There is currently a WCA application submitted to May <br />Township (Jay Riggs – Washington Conservation District) which is under review. <br /> <br /> <br /> <br /> <br /> <br />Thank you for the opportunity to provide comments on this project.
