PETITION objecting to the granting of Conditional Use Permits for the Liberty <br />Classical Academy’s expansion in Withrow under consideration by the Hugo City <br />Council and the May Town Board <br />WE,the residents of the Withrow area, object to the use by Liberty Classical <br />Academy in Withrow for anything other than an elementary school. <br />WE also object to the proposed expansion by Liberty Classical Academy to <br />build a five building campus to accommodate 850 total students. <br />WE ask the Hugo City Council and the May Town Board to not approve the <br />Conditional Use Permits for Phase 1 requested by Liberty Classical Academy. <br />WE also oppose the future approval of any Conditional Use Permits for <br />construction of buildings or infrastructure by Liberty for Phase 2. <br />The Hugo 2040 Comprehensive Plan seeks to “encourage development of land <br />uses according to function,minimizing land use conflicts and/or damage to <br />the environment”. Further, the plan intends to “encourage growth in areas <br />within proximity to key infrastructure including transportation corridors, water, <br />waste water and community facilities.” (p.49) (bold and italics added) <br />Such is not the case with the Liberty site in Withrow <br />The Metropolitan Council designates the proposed Liberty Academy <br />development as being in a “Diversified Rural Area”. Such areas “are expected to <br />plan for growth not to exceed forecasts and in patterns that do not exceed 4 units <br />per 40 acres. In addition, Diversified Rural communities are expected to manage <br />land uses to prevent the premature demand for extension of urban services, and <br />so that existing service levels will meet service needs.” (p.50) <br />Such is not the case with the Liberty site in Withrow <br />Hugo City Council meeting May 6 and 20. Hugo Planning Commission meeting <br />May 9 and May 23. May Town Planning Commission meeting May 30. All <br />meetings at 7:00 PM. <br />* no signatures were included
