The applicant or operator shall obtain all necessary state and local permits for the <br />conditional use. <br />The applicant shall be responsible for all necessary state and local permits. <br />M. The proposed use is adequately buffered and screened from noncompatible land uses and <br />public rights-of-way <br /> <br />School are allowed in the Agricultural zoning district and the Public/Quasi Public land use in the <br />2040 Comprehensive Plan. Staff is recommending additional landscaping around the parking <br />area and along Keller Avenue. <br /> <br />Site Plan <br /> <br />Elementary School Addition <br /> <br />The site consists of the school and gymnasium and is approximately 33,500 square feet. The <br />applicant is proposing an approximately 33,500 square foot addition to the north side of the <br />building. There will also be an addition to the existing parking lot on the east side of the <br />building. The additional parking allowed for better circulation for drop-off and pick-up. The <br />school does not have busing, and is currently parent drop-off and pick-up. <br /> <br />In May Township the applicant is proposing stormwater management facilities and the new <br />septic system for the existing school and building addition. <br /> <br />Setbacks <br /> <br />All setback requirements have been met with this application. <br /> <br />Streets and Access <br /> <br />The property is located on County Road 57/Keller Avenue and County Road 7/122nd Street. The <br />existing access points on County Road 7/122nd Street. Washington County requires specific <br />spacing between access points and requirements road improvements, such as turn lanes, when <br />vehicle trips reach certain thresholds. Since there is not enough room for the road improvements <br />to be built with the existing access point spacing they will be closed, with one access remaining <br />for emergency purposes only. <br /> <br />The new access to the property is located on County Road 57/Keller Avenue. In working with <br />Washington County the applicant proposed this location to meet the intent for spacing and road <br />improvement requirements. There is a north bound right turn lane proposed into the school <br />property as well. The plans propose a south bound right turn lane from County Road 57/Keller <br />Avenue to County Road 7/122nd Street. There is an existing 50 foot Washington County road <br />easement on the west side of the center line of County Road 57/Keller Avenue. The <br />improvements are required to be constructed and paid for by the applicant. The easement is new
