Resolution 2024-_____ <br />Page 3 <br /> <br /> <br />7. The applicant shall enter into a development agreement with the City including <br />financial securities for the public improvements required. <br /> <br />Prior to Grading Approval: <br /> <br />8. All items on the Engineer’s memo and “red-line” detailed engineering comments that <br />have been sent directly to the applicant’s engineer dated May 6, 2024, shall be <br />addressed. <br /> <br />9. The applicant shall obtain a Notice of Decision from the Technical Evaluation Panel <br />(TEP) for wetland modification. <br /> <br />10. The applicant shall obtain approved plans and permit from the City of Hugo as <br />approved by the City Engineer. <br /> <br />11. The applicant shall obtain approved plans and permit from Browns Creek Watershed <br />District. <br /> <br />12. The applicant shall obtain approved plans and permit from the Minnesota Pollution <br />Control Agency for the septic system. <br /> <br />13. The applicant shall obtain applicable approved plans and permit from the Minnesota <br />Department of Natural Resources and Department of Health for the wells. <br /> <br />Prior to Building Permit Approval: <br /> <br />14. The applicant shall obtain approved plans and permits from Washington County for <br />the accesses and required improvements to CR 57 and CR 7. Required easements <br />shall be dedicated for right-of-way for CR 57 and CR 7. <br /> <br />15. A final lighting plan shall be reviewed and approved by staff. <br /> <br />16. The building materials shall be reviewed and approved by staff. <br /> <br />17. A development agreement shall be executed and recorded against the property. All <br />fees in the development agreement shall be paid. <br /> <br />Prior to issuance of a Certificate of Occupancy: <br /> <br />18. All required road improvements shall be complete and functioning on CR 57 and <br />CR 7. <br /> <br />19. Drainage and utility easements shall be dedicated to the City over the stormwater <br />management facilities and applicable utilities. <br /> <br />
