<br /> <br />Liberty Classical Academy 3 <br />In addition, all public street, utility, and storm drainage improvements shall comply with the City’s <br />adopted specification book and the reasonable direction of City staff. All Improvements in the <br />Washington County right of way shall be subject to review and approval by Washington County. <br /> <br /> 3. Authorization to Proceed with Construction. Developer agrees not to <br />commence any grading, utility or street work within the Project until the following are completed: <br /> 1) Construction plans are approved by the City and distributed. <br />2) Construction plans are approved by Washington County and <br />distributed. <br /> 2) Pre-construction conference is held. <br /> 3) Notice to Proceed is issued. <br /> <br /> 4. Construction Observation. The City, for its benefit, will provide staff of <br />its choosing to provide construction observation for the Improvements outlined in this Agreement. <br />All costs associated with construction observation and inspection will be the responsibility of the <br />Developer. The Developer shall allow City staff and City consultants access to the Project to allow <br />for this work to occur. <br /> <br /> 5. Miscellaneous Requirements. <br /> <br /> a) Property Corners: All property corners as identified on the Project <br />must be monumented with iron surveyor's pipes by the Developer prior to final project acceptance, <br />as defined in paragraph 7 of this Agreement. <br /> b) Drainage Easements: Drainage easements shall be dedicated on <br />the Project so as to cover any wetlands and stormwater ponding areas located below the 100-year <br />high water levels. <br /> c) Soils Testing: Soils inspection and compaction testing by a <br />registered professional engineer shall be accomplished on all lots where filling is required, in <br />accordance with the approved Grading, Drainage, and Erosion Control Plan. A minimum of one <br />(1) compaction test for all developed lots shall be obtained for every two (2) foot increment of fill <br />that is placed. A summary of all inspections and compaction tests for all developed lots shall be <br />provided to the City upon completion of the grading and shall be provided for a respective lot prior <br />to the issuance of a building permit for such lot. <br /> d) Private Utilities: All private utilities that are installed, including <br />electricity, telephone, natural gas and cable television, shall be installed underground. <br /> e) Mailboxes: Developer shall coordinate mailbox locations with the <br />United States Postal Service. <br /> f) Working Hours: Construction activity, including equipment <br />startup and fueling, can only occur between the hours of 7:00 a.m. and 7:00 p.m. Monday through
