<br />Page 2 <br /> <br />• A PUD amendment to The Shores of Oneka Lake PUD plan to include the subject <br />property. The property is Outlot C, The Shores of Oneka Lake. <br />• A preliminary plat and final plat for 5 - 12 unit apartment buildings on one lot. <br />• A site plan 5 - 12 unit apartment buildings and associated improvements. <br /> <br />3. CONTEXT: <br /> <br />A. Surrounding land Use and Zoning <br /> <br />The other additions to The Shores of Oneka Lake PUD lie to the south and east of the site. The <br />properties to the west are zoned PUD and General Business (C-2) and are vacant and include <br />businesses. The property to the north is zoned Single Family Detached Residential (R-3) and is <br />vacant. <br /> <br />B. Natural Characteristics of Site <br /> <br />The property is generally flat and does not include any wetlands. It has a small portion of <br />floodplain along the ditch to the south and east. <br /> <br />C. Environmental Assessment Worksheet (EAW) <br /> <br />Due to the size of the project, the previous applicant was required to complete an Environmental <br />Assessment Worksheet (EAW) for the proposed development on this site. The purpose of the <br />EAW is to identify potential environmental impacts for a specific development and to determine <br />whether or not a more extensive Environmental Impact Statement (EIS) is required. <br />Environmental impacts include impacts to surface waters, natural areas, utilities, transportation <br />systems, historic sites, noise impacts, etc. <br /> <br />The EAW for the proposed development of this site was completed in February 2006 and <br />distributed to various agencies for public comment. The City Council reviewed the EAW and the <br />comments received at their May 1, 2006 meeting and determined that an EIS was not needed for <br />the project. <br /> <br />Since this plan is similar, but smaller, a new EAW will not be required. However, as this project <br />progresses, staff will need to ensure that the assumptions of the EAW are still valid. <br /> <br />4. ANALYSIS: <br /> <br />A. Level of Discretion in Decision Making <br /> <br />The City has relatively high level of discretion in approving a PUD. A PUD must be consistent <br />with the City’s comprehensive plan. The City may impose reasonable requirements in a PUD not <br />otherwise required if the City deems it necessary to promote the general health, safety, and <br />welfare of the community. <br />
