<br /> Agenda Number: G.14 <br /> <br />CITY OF HUGO <br /> <br />PLANNING AND ZONING <br />APPLICATION <br />STAFF REPORT <br /> <br /> <br />TO: Bryan Bear, City Administrator <br /> <br />FROM: Rachel Juba, Community Development Director <br /> <br />SUBJECT: Fenway Land Company – PUD Amendment, Site Plan, Preliminary Plat, <br />Final Plat, and Development Agreement for an apartment development to <br />be known as “Oneka Fields” <br /> <br />DATE: July 26, 2024, for the City Council meeting of August 5, 2024 <br /> <br />ZONING: Planned Unit Development (PUD) <br /> <br />LAND USE: Low Density Residential (LD) <br /> <br />DEADLINE DATE: August 26, 2024 (60-days) <br /> <br />1. PLANNING COMMISSION UPDATE: <br /> <br />At its July 25, 2024, meeting the Planning Commission held a public hearing and considered the <br />request. There were three residents that spoke during the public hearing. The speakers stated they <br />did not oppose the project, however, there concerns about traffic, screening, and how the renters <br />were vetted by the owner. Goodview Avenue is a collector road and is designed and has the <br />capacity to handle traffic from the apartments. The applicant agreed to include additional <br />landscaping on the south and east side of the parcel. The applicant stated that the apartment will <br />have a management company that will vet the rental applicants. <br /> <br />The Planning Commission thought the project was compatible with the area and met the <br />comprehensive plan and zoning requirements. They unanimously recommended approval of the <br />PUD amendment, preliminary plat, and site plan for the Oneka Fields development. <br /> <br />2.
