<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON SEPTEMBER 3, 2024 <br /> <br /> <br />D.1 Approve Minutes for the August 15, 2024, Highway 61 Visioning Open House <br />D.2 Approve Minutes for the August 19, 2024, City Council Meeting <br /> <br />Staff recommends Council approve the minutes as presented. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2. Approve Performance Review for Building Official Joel Hoistad <br /> <br />Joel Hoistad was hired on September 14, 2020, as the new building Oficial. Staff recommends <br />Council approve the Annual Performance Review for Building Official Joel Hoistad. <br /> <br />G.3 Approve Annual Performance Review for City Clerk Michele Lindau <br /> <br />Michele Lindau was hired by the City of Hugo as a part time employee in 1997 and approved as <br />a full-time employee on May 1, 1999. On January 1, 2008, Michele became the new City Clerk. <br />City Administrator Bryan Bear recommends Council approve the annual performance review for <br />City Clerk Michele Lindau. <br /> <br />G.4 Approve Tobacco License for Hugo Gaz, LLC, DBA Speedway <br /> <br />Hugo Gaz, LLC has purchased the Speedway gas and convenience store located at 14815 Forest <br />Boulevard North. The previous owner had a license to sell tobacco products, but the license is <br />not transferrable. The new owner of Hugo Gaz, Muntasir Elisa, has applied for a new license. <br />Staff has received the completed application and fee. Staff recommends Council approve the <br />license to make retail sales of cigarettes and other tobacco products. <br /> <br />G.5 Approve Special Event Permit for Hugo Legion for Craft Show/Octoberfest on <br />Saturday, October 5, 2024 <br /> <br />The Hugo American Legion Post 620 has applied for a Special Event Permit for their annual <br />Craft Show and Oktoberfest Celebration to be held on Saturday, October 5, 2024. This event <br />requires a Special Event Permit approved by Council because there will be about 200 people in <br />attendance, alcohol sold outdoors, and music outside until approximately 9 p.m. This event has <br />been held successfully for the past few years. Staff recommends Council approve the Special <br />Event Permit for the Hugo American Legion Post 620 in accordance with their application and <br />conditions in the memo. <br /> <br />G.6 Approve Lawful Gambling Exempt Permit for Ducks Unlimited on Sunday, October <br />6, 2024, at Sal’s Angus Grill <br /> <br />Ducks Unlimited, Roseville Chapter 209, has applied for a Lawful Gambling Exempt Permit to <br />hold bingo and a raffle at their event on October 6, 2024, at Sal’s Angus Grill, 12010 Keystone <br />Avenue North. Applications need to be approved by the City prior to being issued by the State <br />Gambling Control Board. Staff recommends Council approve the Lawful Gambling Permit for <br />Ducks Unlimited.
