Council Meeting Minutes for September 3, 2024 <br />Page 4 of 5 <br /> <br /> <br />Declare Cost to be Assessed and Set Public Hearing for 2024 Street improvement Project <br />(125th Street and Dellwood Ridge) <br /> <br />On April 15, 2024, the City of Hugo awarded the Contract for 125th Street and Dellwood Ridge <br />Development Street Project to Dresel Contracting, Inc. As part of the public improvement <br />process, in accordance with the requirement of MN Statutes Chapter 429 for assessments to <br />benefitting properties, the City needed to declare the costs to be assessed and conduct the <br />assessment hearing. <br /> <br />City Administrator Bryan Bear informed the Council that the project was nearing completion. <br />Heather Avenue and Upper Heather Avenue were complete through the first lift of asphalt, and <br />restoration and seeding would be taking place the following day. On 125th Street, the <br />reclamation project had both layers of asphalt complete, and the crews were out that day doing <br />gravel shouldering. The total project cost was $2,877,000, and the amount to be assessed was <br />$258,500. Assessment rates were applied according to the City’s Assessment Policy. For the <br />complete reconstruction of Upper Heather Avenue and Heather Avenue, the assessment would <br />be $5,200 per unit. For the reclamation and overlay on 125th Street, the assessment would be <br />$3,400 per unit. <br /> <br />Bear recommended Council approve the resolution declaring the costs to be assessed and <br />ordering the preparation of the proposed assessment roll for the project and the resolution calling <br />for a public hearing to be set for October 7, 2024. <br /> <br />Weidt made motion, Klein seconded, to approve RESOLUTION NO. 2024 – 37 DECLARING <br />THE COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED <br />ASSESSMENT ROLL FOR THE 2024 125th STREET AND DELLWOOD RIDGE STREET <br />IMPROVEMENT PROJECT <br /> <br />Roll Call Vote- <br />Ayes: Klein, Miron Petryk Strub Weidt. <br />Nays: None <br />Motion carried. <br /> <br />Weidt made motion, Strub seconded, to RESOLUTION NO. 2024 – 38 CALLING FOR <br />HEARING ON PROPOSED ASSESSMENT FOR THE 2024 125th STREET AND <br />DELLWOOD RIDGE STREET IMPROVEMENTS PROJECT <br /> <br />Roll Call Vote- <br />Ayes: Klein, Miron Petryk Strub Weidt. <br />Nays: None <br />Motion carried. <br /> <br /> <br /> <br /> <br />
