Council Meeting Minutes for September 3, 2024 <br />Page 3 of 5 <br /> <br /> <br />Approve Lawful Gambling Exempt Permit for Ducks Unlimited on Sunday, October 6, <br />2024, at Sal’s Angus Grill <br /> <br />Ducks Unlimited, Roseville Chapter 209, had applied for a Lawful Gambling Exempt Permit to <br />hold bingo and a raffle at their event on October 6, 2024, at Sal’s Angus Grill, 12010 Keystone <br />Avenue North. Applications needed to be approved by the City prior to being issued by the State <br />Gambling Control Board. Adoption of the Consent Agenda approved the Lawful Gambling <br />Permit for Ducks Unlimited. <br /> <br />Approve Pay Request No. 6 to Arnt Construction for 159th Street/TH61 Roundabout <br /> <br />Arnt Construction Company had submitted Pay Request No. 6 in the amount of $36,209.06 for <br />work certified through August 8, 2024, on the TH61/159th Street Roundabout Improvement <br />Project. The project was substantially complete at this time and the retainage had been reduced to <br />1%. Adoption of the Consent Agenda approved payment to Arnt Construction Company in the <br />amount of $36,209.06. <br /> <br />Approve Renewal of Mining Permit for Mike Atkinson <br /> <br />The Mining Permit for Mike Atkinson on his property located on the south side of 147th Street <br />between Irish and Hyde Avenue expired on August 2, 2024. Atkinson had applied for a renewal <br />of the permit for another two years. For the past several years, the site has been used to stockpile <br />material, with no mining activity taking place. When the permit was renewed in 2012, the <br />Council allowed Mike Atkinson to move forward with the Mining Permit renewal process <br />without all the conditions being met until the time mining operations began again, due to the cost <br />of meeting those conditions. The requirements not being met were to biannually provide a <br />topographic map of the site, calculation of stockpiled material, amount of granular material left <br />on site to be mined, and a reclamation plan. Staff had found very minimal activity on the site to <br />require those conditions be met for the renewal of his permit. Adoption of the Consent Agenda <br />approved the Mining Permit for Mike Atkinson for property located on 147th Street North with <br />the condition that all requirements in the permit be met when mining activity begins again. <br /> <br />Approve Resolution Approving Encroachment Agreement for 16180 Finale Avenue North <br /> <br />Brooke Feyen and John Finney had requested an encroachment agreement to allow construction <br />of a fence within a drainage and utility easement on property located at 16180 Finale Avenue <br />North. The Senior Engineering Technician had reviewed the location of the fence and was <br />comfortable with the request. Adoption of the Consent Agenda approved the RESOLUTION <br />2024-36 APPROVING AN ENCROACHMENT AGREEMENT TO ALLOW <br />CONSTRUCTION OF A FENCE WITHIN A DRAINAGE AND UTILITY EASEMENT ON <br />THE PROPERTY LOCATED AT 16180 FINALE AVENUE NORTH <br /> <br /> <br /> <br /> <br />
