Feasibility Report <br />2025 Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N Area Street Improvement Project <br />City of Hugo <br />WSB Project No. 026750-000 Page 1 <br />1. Executive Summary <br />The proposed improvements for the 2025 Duck Pass, Palmes Long Lake Estates, and <br />Ingersoll Avenue N Area Street Improvement Project consist of roadway reclamation <br />and overlay and minor storm sewer improvements along the following roadways: <br />x Duck Pass <br />o 136th Street from Isleton Avenue N to the west cul-de-sac <br />o 136th Street Circle North from 136th Street N to the south cul-de-sac <br />o 136th Street Court N from 136th Street N to the south cul-de-sac <br />x Palmes Lakes Estates <br />o Janero Avenue N from 122nd Street N to 125th Street Court N <br />o 125th Street Court N from Janero Avenue to the west cul-de-sac <br />o 125th Street N from 125th Street Court N to 125th Street Circle N <br />o 125th Street Circle N from 125th Street N to the north cul-de-sac <br />x Ingersoll Avenue N from 122 <br />nd Street N to noprth cul-de-sac <br />Maps illustrating the project locations can be found on Figure 1 of Appendix A. <br />Utility improvements include replacement of deficient storm culverts and minor ditch <br />grading. <br />The total estimated project cost for the 2025 Duck Pass, Palmes Long Lake Estates, <br />and Ingersoll Avenue N Area Street Improvement Project is approximately <br />$1,820,900 which incorporates 2025 construction costs and includes a 10% <br />construction contingency and indirect costs in the amount of 20% of the estimated <br />construction costs. The indirect costs include legal, engineering, administrative, and <br />financing considerations. Funding for the project will consist of City Street Capital <br />Improvement Plan (CIP) Funds and Special Assessments to benefitting properties. A <br />detailed Opinion of Probable Cost can be found in Appendix B. <br />The project schedule proposed includes construction beginning spring 2025, with <br />substantial completion by fall 2025. <br />The project is feasible, necessary, and cost effective from an engineering standpoint <br />and should be constructed as proposed herein.
