Introduction 2.1 Authorization On September 16, 2024, the Hugo City Council authorized the preparation of a feasibility report for the 2025 Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N Area Street Improvement Project. 2.2 Scope This feasibility report includes roadway reclamation and overlay and limited drainage improvements along the following existing roads: x Duck Pass o 136th Street from Isleton Avenue N to the west cul-de-sac o 136th Street Circle North from 136th Street N to the south cul-de-sac o 136th Street Court N from 136th Street N to the south cul-de-sac x Palmes Lakes Estates o Janero Avenue N from 122nd Street N to 125th Street Court N o 125th Street Court N from Janero Avenue to the west cul-de-sac o 125th Street N from 125th Street Court N to 125th Street Circle N o 125th Street Circle N from 125th Street N to the north cul-de-sac x Ingersoll Avenue N from 122 nd Street N to noprth cul-de-sac 2.3 Data Available Information and materials used in the preparation of this report include the following: x City of Hugo 5-Year Capital Improvement Plan, approved in 2024 x City of Hugo Assessment Policy Manual x City of Hugo Property Index Records x City of Hugo Record Drawings x Topographic Survey x Field Observations of the Project Area x Pavement Investigation Report completed by WSB, dated October 2024 2.4 Project History The 2025 Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N Area Street Improvement Project is identified in the City’s Capital Improvement Plan (CIP) to address the deteriorating condition of the roadway. The CIP provides a schedule for the various roadway improvements that are necessary to maintain the City streets in an effective and efficient manner.
