G.6 Approve Snowmobile Trail Applications for Hugo Snowmobile Club and Rice Creek <br />Trail Association <br /> <br />The Hugo Snowmobile Club and the Rice Creek Trail Association have submitted their respective <br />Snowmobile Trail Applications for the 2024-2025 snow season. According to the submitted <br />applications, Hugo trails will remain the same as last year. Staff recommends Council approve <br />the Snowmobile Trail Applications for the Hugo Snowmobile Club and the Rice Creek Trail <br />Association. <br /> <br />G.7 Approve No Parking Resolution for Keystone Ave N. (North of County Road 57) <br /> <br />With the new 1,820-acre Keystone Woods Wildlife Management Area now being open to the <br />public, we have received comments/concerns related to accessing the WMA. Access is currently <br />provided along Manning Trail, however some are looking for easier access to the western portion <br />of the WMA. In doing so, individuals are accessing the WMA from Keystone Avenue <br />N. Keystone Avenue is a single lane access serving three properties and is not constructed to a <br />width that would support parking on either side of the roadway. The Hugo Fire Department and <br />Washington County Sheriff’s Office have indicated there are public safety concerns with vehicles <br />parking along the narrow roadway. Staff recommends Council approve the resolution restricting <br />parking along Keystone Avenue north of County Road 57 as the existing width does not provide <br />adequate width for parking. <br /> <br />G.8 Approve Pay Request No. 7 to Arnt Construction for the TH61/159th Street <br />Roundabout Improvement Project <br /> <br />Arnt Construction Company has submitted Pay Request No. 7 in the amount of $21,973.91 for <br />work certified through September 31, 2024, on the TH61/159th Street Roundabout Improvement <br />Project. The punch-list has been completed and this is the final pay application for the project. <br />Staff recommends Council approve payment to Arnt Construction Company in the amount of <br />$21,973.91 and formally accept the project. <br /> <br />G.9 Approve Purchase of Felling FT-10 I Lawn Mower Trailer <br /> <br />The City currently owns two Felling FT-10 lawn mower trailers for transporting riding lawn <br />mowers, weed whips, and leaf blowers. The two trailers have and continue to serve the City well <br />with a seasonal staff of up to six employees. In 2024 Council approved the hiring of seven <br />seasonal employees and the purchase of an additional mower to maintain City parks and public <br />buildings. Public Works found that with the additional seasonal and full-time employees cutting <br />grass, we were lacking enough trailers to keep all the crews mobile. In September of 2024 staff <br />received quotes for a Felling FT-10 trailer for $14,100.00. Currently, Felling’s build slots are 5-6 <br />months out. If Council approves the purchase, staff will place the order in November of 2024 to <br />take delivery in April/May of 2025. If approved by the City Council, the trailer would be <br />purchased using the State Contract assuring that the City of Hugo will receive the best price <br />available while providing us with the necessary options. The trailer listed on the quote from Road <br />Machinery & Supply has been reviewed and money is included in the 2025 CIP budget to cover <br />this purchase. Staff recommends the City Council authorize the purchase of the Felling FT-10 <br />trailer as outlined in the quote from RMS for the amount of $14,100.00 to be paid in 2025.
