Introduction <br />2.1 Authorization <br />On September 16, 2024, the Hugo City Council authorized the preparation of a <br />feasibility report for the 2025 Beaver Ponds Area Street Improvement Project. <br />2.2 Scope <br />This feasibility report includes mill and overlay improvements and spot curb and <br />gutter replacement as conditions warrant improvements along the following <br />roadways: <br />• Flay Road N from 129th Drive N to Fondant Trail N <br />• Ferrara Avenue N from the south terminus to 129th Street N <br />• 129th Street N from Ferrara Avenue N to Fiona Road N <br />• 128th Street N from Ferrare Avenue N to Fiona Road N <br />• 128th Street Court from 128th Street N to the north cul-de-sac <br />• Fiona Road N from 128th Street N to Flay Road N <br />• Fondant Trail N from the south Beaver Ponds South plat to Foxhill Avenue N <br />• 128th Street N from Flay Road to 128th Alcove N <br />• Foxhill Avenue N from 128th Street N to the north cul-de-sac <br />• 128th Alcove N from south cul-de-sac to north cul-de-sac <br />• 127th Street N from Fondant Trail N to Foxhill Circle N <br />• Foxhill Circle N from 127th Street N to northeast cul-de-sac <br />• Foxhill Avenue N from Foxhill Circle N to the south Beaver Ponds plat <br />boundary <br />• 126th Street the the west terminus to Foxhill Avenue N <br />2.3 Data Available <br />Information and materials used in the preparation of this report include the following: <br />• City of Hugo 5-Year Capital Improvement Plan, approved in 2024 <br />• City of Hugo Assessment Policy Manual <br />• City of Hugo Property Index Records <br />• City of Hugo Record Drawings <br />• Topographic Survey <br />• Field Observations of the Project Area <br />• Pavement Investigation Report completed by WSB, dated October 2024 <br />2.4 Project History <br />The 2025 Beaver Ponds Area Street Improvement Project is identified in the City’s <br />Capital Improvement Plan (CIP) to address the deteriorating condition of the <br />roadway. The CIP provides a schedule for the various roadway improvements that <br />are necessary to maintain the City streets in an effective and efficient manner.
