Proposed Improvements <br />4.1 Surface <br />Mill and overlay improvements are a cost-effective strategy to extend the life cycle <br />of the roadway. Mill and overlay improvements are most effective when scheduled <br />within 15 years of original construction. <br />Improvements proposed will include a 2-inch mill to remove wear course. A new 2- <br />inch wear course will then be paved over the entire width of each street to extend <br />the pavement life of the roadway. There will be an additional ¼ -inch of pavement <br />that extends above the toe of the curb to keep the pavement above the curb as the <br />road settles over time. In locations where the existing bituminous sections do not <br />provide an adequate base, full depth pavement replacement will be completed. <br />Additional improvements include replacement of the existing bituminous trail along <br />Flay Avenue and Fondant Avenue. <br />The proposed typical section is shown on Figure 2 in Appendix A. <br />4.2 Municipal Utilities <br />4.2.1 Sanitary Sewer <br />An internal inspection (televising), with a specially designed television <br />camera, will be completed with final design to determine the structural <br />condition of the existing pipe. <br />The proposed sanitary sewer improvements include adjusting existing <br />manhole castings with chimney seals to reduce inflow and infiltration of storm <br />water into the manholes. It is also proposed to repair damaged sanitary <br />sewer as necessary following internal inspection (televising). <br />4.2.2 Water Main <br />Water main improvements are not proposed to be included with this <br />improvement project. Existing gate valves will be adjusted to the new roadway <br />surface. <br />4.3 Storm Sewer <br />The storm structures that have heaved will be evaluated in final design to determine <br />if any additional actions are needed during construction to reduce future issues. <br />4.4 Permits/Approvals <br />The anticipated permits and approvals required, and the respective regulatory <br />agencies are listed below. <br />City of Hugo .......................................................Drainage/Erosion Control Permit
