SUMMARY ORDINANCE 2025- <br /> <br />NOTICE: THIS PUBLISHED MATERIAL IS ONLY A SUMMARY OF AN ORDINANCE OF <br />THE CODE OF ORDINANCES FOR THE CITY OF HUGO. THE FULL TEXT OF THE <br />ORDINANCE IS AVAILABLE FOR PUBLIC INSPECTION AT THE HUGO CITY HALL <br />DURING REGULAR BUSINESS HOURS. <br /> <br /> <br />SUMMARY OF ORDINANCE RELATING TO AND REGULATING CANNABIS AND <br />CANNABIS BUSINESSSES WITHIN THE CITY OF HUGO: <br /> <br />Chapter 90 ZONING AND LAND USE, Article I IN GENERAL, Article II ADMINISTRATION <br />AND ENFORCEMENT, Article IV ZONING DISTRICT REGULATIONS, and Article VI <br />REQUIREMENTS FOR SPECIFIC USES AND PERFORMANCE STANDARDS have been <br />amended. The amendments create framework for zoning and registration of cannabis businesses <br />within the city. Definitions for cannabis businesses and related items have been created. The <br />special event permit requirements were amended to add criteria for cannabis events. The NS and <br />C-1 zoning districts have been amended to allow cannabis retailers as permitted uses and retail <br />sales of lower-potency hemp edibles as accessory uses. The BP and I-3 zoning districts have been <br />amended to allow cannabis microbusinesses, cannabis mezzobusinesses, cannabis cultivators, <br />cannabis manufacturers, and cannabis wholesalers as permitted uses, retail sales for <br />microbusinesses and mezzobusinesses and cannabis delivery services as accessory uses, and <br />medical cannabis combination businesses as conditional uses. All cannabis businesses will be <br />required to register with the city after receiving state license approval, and before commencing <br />operation. The ordinance establishes a process for registering cannabis businesses and associated <br />fees. General performance standards for all cannabis businesses were created, along with <br />performance standards for each specific cannabis business type. <br /> <br />Please note this title and summary of this Ordinance clearly informs the public of the intent and <br />effect of the Ordinance and conforms to Minn. Stat. § 412.191.
