Washington <br /> �COunty PUBLIC WORKS <br /> Wayne Sandberg, P.E., Director,County Engineer <br /> PUBLIC WORKS Frank D.Ticknor, P.E., Deputy Director <br /> April 23, 2024 <br /> Rachel Juba <br /> Community Development Director <br /> City of Hugo <br /> 14669 Fitzgerald Avenue North <br /> Hugo, MN 55038 <br /> Dear Rachel, <br /> Thank you for the opportunity to review and comment on the draft plan for Liberty Classical <br /> Academy, located at the intersection of County State Aid Highway (CSAH) No. 7 (122nd St. N) <br /> and County Road (CR) No. 57 (Keller Ave. N). Washington County's Department of Public Works <br /> have reviewed the draft plan and offers the following comments: <br /> CSAH 7 at this location is currently classified as an "A-Minor Arterial Connector" roadway, while <br /> CR 57 is classified as a "Minor Collector." The Washington County 2040 Comprehensive Plan <br /> contains access criteria for county roads related to spacing, sightlines, and availability of local <br /> road connections. The comprehensive plan requires preserving 75 feet of right-of-way from the <br /> centerline along CSAH 7, and 60 feet from centerline along CR 57. The current site plan <br /> indicates right-of-way dedications meeting the requirements which will need to be confirmed <br /> on final site plans. <br /> Access permits will be required for the construction of new driveway connections to county <br /> highways. The site plan proposes a new access onto CSAH 7, located approximately 950 feet <br /> east of the CSAH 9 (Keystone Ave) and CSAH 7 intersection and a new driveway onto CR 57, <br /> north of the existing school building. Washington County's access spacing guideline for Minor <br /> Arterials, as adopted through the comprehensive plan, is % mile (1,320 feet) and the CSAH 7 <br /> access as shown would fall well short of these guidelines. County staff have worked with the <br /> city and developer to maximize this spacing as it relates to the needed septic field, and we <br /> appreciate the effort in ensuring as much separation as possible. We also appreciate the <br /> important relocation of existing driveways from 122nd Street onto CR 57 with improved spacing <br /> from the existing intersection. Proper spacing of access is integral to highway safety and <br /> operation, especially where traffic peaks are particularly high. Washington County is amenable <br /> to both proposed access locations and strongly supports the relocation of the in-place <br /> driveways. <br /> Washington County typically requires construction of dedicated left and right turn lanes as a <br /> permit condition for streets and driveways projected to carry more than 100 trips per day. The <br /> proposed new (relocated) driveway on CR 57 would be anticipated to meet this threshold, <br /> however the county is agreeable to reducing this requirement to a right turn lane only at the <br />
