Frenchman Place 5th Addition <br />Page 11 <br />The developer is proposing to satisfy the parking requirements with a combination of parking lot <br />and garage parking. <br /> <br />According to the Section 90-253 PARKING of the City Code, based on the use and the size of <br />the building the total number of parking spaces required is 205. The developer is proposing 201 <br />parking spaces. The developer will need to add 4 additional parking spots to the plan. This is a <br />conditional of approval. The developer is proposing parking on the north side of the building and <br />within attached and detached garage areas. <br /> <br />As noted in the Multi-Family Development Design Guidelines, garages should remain open for <br />vehicle parking and the apartment contracts should include language to this effect. <br /> <br />The vehicle circulation within the parking lot works well. <br /> <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments. <br />The site plan includes tree and shrub locations and species. <br /> <br />In order to meet the landscape requirements, 93 overstory deciduous trees, 93 coniferous trees, <br />46 ornamental trees, and 101 shrubs are required to be installed. The developer is proposing 42 <br />overstory deciduous trees, 56 coniferous trees, 37 ornamental trees, and 315 shrubs. The <br />developer needs additional trees on the plan to meet the ordinance requirements. <br /> <br />The developer shall revise the landscape plan to comply with the following: <br /> <br />1. The landscape plan shall be revised for review and approval by staff to include the <br />following: <br />a. The required amount of landscaping per City Code Section 90-181. <br />b. Include foundation landscaping behind the garages for the apartments. <br />c. Screen the trash enclosure on all sides with evergreens. <br />d. Landscaping shall be added to screen any ground mounted mechanical equipment. <br /> <br />Staff will continue to work with the developer on revisions to the landscape plan. <br /> <br />The developer is proposing the ground cover to be seeded with grass and the property will be <br />irrigated. <br /> <br />Lighting <br /> <br />The ordinance requires lighting to consist of cut-off fixtures. Light cast on adjacent property and <br />roads is not to exceed ½ foot candle measured at the property line or 1 foot candle measured at <br />the street’s centerline. <br /> <br />The developer has not provided examples of cut sheet for the lights. Shields will be required on <br />the proposed lights to reduce glare. Staff recommends adding decorative lighting to the walls of <br />the building. Prior to the installation, the pole and wall mounted fixtures will need to be reviewed <br />and approved by staff.
