Frenchman Place 51 Addition <br /> Page 14 <br /> Utilities were previously provided to the site to accommodate development of this parcel. <br /> Existing 8" sanitary sewer, 8"watermain as well as a 21" storm sewer along Rosemary Way are <br /> being utilized to serve the property. <br /> Wetlands <br /> The project does include wetland impacts that are proposed to be replaced through purchase of <br /> wetland credits from a wetland bank. The comment period for the wetland replacement closed <br /> on August 1, 2024, with no comments received. <br /> Park Dedication/Openspace <br /> At the current fee of$3,400 per unit with 89 units, the total fee dedication requirement would be <br /> $302,600. The there are 8.9 buildable acres. At the density of 10 units per acre, 17% of the <br /> buildable acres would be required with a park land dedication totaling 1.58 acres. <br /> The developer is required to dedicate land,pay a fee, or a combination of land and fee to satisfy <br /> park dedication per Sec. 90-324 of the City Code. The applicant is proposing to dedicate 1.8 <br /> upland acres of parkland and additional openspace. The developer is proposing to grade, <br /> construct a trail system, and provide landscaping in the public park area. <br /> This development is in Neighborhood Park Service Area 4 which includes Lions Volunteer Park, <br /> Heritage Ponds Park, and Frog Hollow. The surrounding properties are a mix of commercial and <br /> higher density residential. The need for a park in the area was raised by residents in the Victor <br /> Gardens townhouses when Rosemary Apartments were constructed north of the proposed <br /> Lambert Apartments. A small playground was constructed at Rosemary Apartments for their <br /> private use. <br /> Rosemary Way to the north of the property has sidewalks on both sides of it. When the road <br /> extends, a trail is proposed to be connected to the trail on 147th Street providing access to Lions <br /> Volunteer Park. There is a regional trail on the north side of Frenchman Road which provides <br /> substantial connections to Hugo's trail system. Sidewalks in the commercial areas would <br /> provide a connection between the apartments and the trail on Frenchman Road. <br /> The developer is proposing to utilize the existing sidewalks on Rosemary Way N and Victor <br /> Hugo Blvd. N on the north and west side of the properties. No additional sidewalks or trails are <br /> shown to be constructed except for internal circulation. <br /> At its June 26, 2024, meeting the Parks Commission considered the park dedication proposed. <br /> The Commission unanimously recommended approval of the park dedication request of the 1.8 <br /> acres of upland, including the grading, trails, and landscaping. The also recommended a trail <br /> easement on the south side of the property along the private drive into the shopping center. They <br /> discussed considering active improvements at a later date that would use funding from a future <br /> Capital Improvement Plan (CIP) that could include playground, shelter, and benches. They <br /> recommended the City evaluate and consider allowing parking on the south side of Rosemary <br /> Way for access to the public park, since currently there is no parking along Rosemary Way. <br />
