<br />13 <br /> <br />state license approval. In order to verify that an application meets local <br />ordinance requirements, the application must include the following to be <br />reviewed and approved by staff: <br />1. A security plan consistent with all state requirements. <br />2. A waste management plan consistent with all state requirements. <br />3. A plan for fleet management and storage, as applicable. <br />4. An exterior lighting plan that includes all lighting be downcast, <br />and otherwise consistent with outdoor lighting requirements under <br />Section 90-239 of City Code. <br />5. An odor control plan that is consistent with all standards adopted <br />by the state office of cannabis management and the state pollution <br />control agency. <br /> <br />(k) Cannabis testing facilities. <br />1. Performance Standards <br />a) Cannabis testing facilities shall meet the standards for cannabis <br />manufacturers under Section 90-280(g) of this ordinance, as well as any <br />other applicable rule or law. <br />b) City staff shall review applications for cannabis testing facility <br />licenses and verify that the application meets local ordinance requirements <br />prior to state license approval. Performance Standards <br />a) Retail sales of lower-potency hemp edibles, in conjunction with a <br />state-issued license under Minn. Stat. 342.46, may only occur in an <br />establishment that:
