J.1 Discussion on Petition for Stop Signs at 125th Street and Northern Pines Subdivision

The City of Hugo is in receipt of a petition from the Northern Pines Townhome Association that
requests that the City consider adding a 3-way stop to 125th Street North at Fenway Avenue
North. The petition references increased traffic on the roadway, lack of a shoulder for pedestrians
to walk on, and vehicles travelling at speeds that put pedestrians at risk. The stop sign is
requested to slow traffic down and create a safer street for the neighborhood. This petition was
discussed amongst City staff and was also forwarded to MNDOT and Washington County
(roadway to be “turned back” to Washington County in the future) for their feedback due to its
proximity to Highway 61. These discussions and feedback resulted in operational concerns, lack
of meeting warrants related to crash history, volume, delays, speed etc., and that the speed
reductions would not occur along the length of 125th Street. City staff have met with a number of
representatives from the Northern Pines Townhome Association to thank them for bringing this
concern forward and to discuss their request. The petitioner is aware this is on the February 3rd
City Council agenda for discussion. Staff is recommending approval of the resolution that denies
the petition of stop signs placed on 125th Street at Fenway Avenue.

M.1 Schedule HBA State of the City Breakfast on Tuesday, February 11, 2025

The Council has been invited to attend the annual State of the City breakfast sponsored by the
Hugo Area Business Association. The event will be held on Tuesday, February 11, 2025, at the
Blue Heron Grill from 7:30 – 9 a.m. Staff recommends Council schedule a meeting if they wish
to attend.

M.2 Cancel February 17, 2025, Council Meeting Due to Presidents Day Holiday

The second regular meeting of the Council in February falls on the Presidents Day Holiday on
February 17, 2025. Staff has no agenda items and recommends Council cancel the February 17th
meeting.

M.3 Schedule League of Local Governments Event on Wednesday, February 19, 2025

The Washington County Board has invited the Council to attend an event to discuss the state of
housing in the County on Wednesday, February 19, 2025, from 4:30 – 7 p.m. at the Inwood Oaks
Event Center. Staff recommends Council schedule a meeting if they wish to attend.

N. Adjournment
