DRAFT TEXT AMENDMENTS FOR PARKING ORDINANCE <br /> <br />(g) Prohibited parking. <br />(1) Parking restrictions for vehicles and trailers. <br />a. In order to expedite the prompt and efficient removal of snow from the streets of the <br />city it is unlawful for any person to stop, stand or park any vehicle or trailer or permit <br />the same to stand on any street within the city between the hours of 2:00 a.m. and 7:00 <br />a.m. from November 1 until March 31 of the following year. At all times of the year it is <br />unlawful for any person to stop, stand or park any vehicle or trailer or permit it to stand <br />on any public street within the city between the hours of 2:00 a.m. and 7:00 a.m. after a <br />continuous or intermittent snowfall, during which there has been an accumulation of <br />two inches or more of snow on any street, until the snow has been plowed or removed <br />to the full width of the street. <br />b. No person shall park any vehicle or trailer on any street within the city for an excess <br />of 72 hours. <br />c. Parking of trailers is prohibited on all public streets, except while being loaded or <br />unloaded for a cumulative period not to exceed 24 hours during any seven-day period. <br />d. For the purposes of the time limitations outlined in subsection (c) of this ordinance <br />section, any vehicle or trailer moved a distance of three-tenths of a mile or less during <br />the seven-day period shall be deemed to have remained parked. <br />e. Vehicles and trailers may be parked in the front yard, provided it is kept on an <br />established driveway, and is entirely on the equipment owner's property. <br />f. Within any residential zoning district, parking of any vehicle or trailer exceeding 9,200 <br />pounds licensed gross vehicle weight on any property or public street is prohibited, <br />except under the following conditions: <br />1. Vehicles lawfully delivering goods, products, or services to a property may be <br />parked for a reasonable period of time on the property or adjacent street to <br />deliver such goods, products or services. <br />2. Vehicles used in construction activities may be parked or stored on the site of <br />such construction activities for a reasonable period of time to complete the <br />work. Parking of these vehicles on a city street is allowed only by permit issued <br />by the city engineer. <br />3. Vehicles primarily used in the conduct of agricultural activities may be parked <br />on the property where the agricultural activities are undertaken, or the <br />farmstead of the vehicle owner.
