<br /> <br />G.5 Approve Ordinance Amending the Parking Ordinance <br /> <br />City Code currently restricts parking of vehicles and trailers on City streets to a time limit of 72 <br />hours, with the intent of prevention long-term storage of such equipment on public streets. The <br />City has received complaints detailing the long-term storage of trailers on public streets, and the <br />City has had difficulty in enforcing the intent. At its March 3, 2025, meeting, the City Council <br />authorized staff to work with the City Attorney to begin drafting text amendments to clarify the <br />ordinance’s intent. The proposed ordinance amendments include restricting on-street parking of <br />trailers to period of 24 cumulative hours over a seven-day period and stating that a trailer moved <br />less than three tenths of a mile from its original location will be considered to have remained <br />parked. Staff recommended approval of the proposed ordinance amendments to the Planning <br />Commission, who held a public hearing at its March 27, 2025, meeting. Following discussion, <br />the Planning Commission voted unanimously to recommend approval of the proposed ordinance <br />amendments to the City Council. Staff recommends Council approve the ordinance amending <br />the Parking Ordinance. <br /> <br />G.6 Approve Shores of Oneka 5th Addition Final Plat and Development Agreement <br /> <br />M/I Homes is requesting approval of a final plat and development agreement in order to plat the <br />remaining 52 single family lots on an outlot in The Shores of Oneka Lake development. The lots <br />meet the minimum lot standards and requirements outlined in the regulations for The Shores of <br />Oneka Lake PUD. Staff recommends approval the resolution approving the Final Plat and <br />Development Agreement for The Shores of Oneka Lake 5th Addition. <br /> <br />G.7 Approve Resolution Approving Variance for 4938 121st Street North <br /> <br />Julie and Greg Manning have requested a variance to allow for the construction of a 2,336 square <br />foot attached garage and car port, where an attached garage of 1,678.25 square feet is allowed by <br />ordinance. The applicants have indicated that they would build a larger attached garage in place <br />of any accessory buildings. The applicants have agreed not to construct any accessory buildings <br />on the property as a condition of approval for the variance. There are practical difficulties in that <br />the lot is surrounded by all sides by other parcels, and the proposed variance meets the spirit and <br />intent of the ordinance with there being several buffers between the proposed garage and the <br />view of the road and any adjacent parcels. Staff recommended approval of the variance to the <br />Board of Zoning Appeals and Adjustments, who held a public hearing at its March 13, 2025, <br />meeting and considered the request. Following discussion, the Board voted unanimously to <br />recommend that the City Council approve the resolution approving the variance request for 4938 <br />121st Street North. <br /> <br />G.8 Approve Resolution Approving Encroachment Agreement for 4789 162nd Way <br /> <br />Christopher and Tina Haglund have requested an encroachment agreement to allow construction <br />of a fence within a drainage and utility easement on property located at 4789 162nd Way North. <br />The Senior Engineering Technician has reviewed the location of the fence and is comfortable <br />with the request. Staff recommends Council approve the resolution approving the encroachment <br />agreement for 4789 162nd Way North. <br />
