<br />G.9 Approve Access Easement Agreement for Property Located at 12895 Ethan Avenue <br />North <br /> <br />The property owner at 12895 Ethan Avenue North, Robert L Merch Revocable Trust, is <br />requesting an access easement over City owned property for an existing driveway to access the <br />home. The driveway has been in place for decades to access the home. The driveway crosses <br />City owned property along Ethan Avenue. In review of recorded documents with Washington <br />County they have stated that a vague access easement is in place, however it was not created <br />with a separate access easement. The property owner is asking to formalize the access easement, <br />since there is no other way to access the property. Staff recommends approval of the access <br />easement agreement, subject to City Attorney review and approval. <br /> <br />I.1 Approve Resolution Receiving Bids and Awarding the Contract for Beaver Ponds and <br />2025 Street Improvement Projects <br /> <br />Bids were received for the 2025 Beaver Ponds Area Street Improvement Project and the 2025 <br />Street Improvement Project on March 20, 2025. The bids included an alternate for Ferrara <br />Avenue which is a private drive at the request of the HOA. They elected not to pursue moving <br />forward with the project. Staff recommends Council approve the resolution awarding the <br />contract to the low bidder, Northwest Asphalt, Inc. for the base bid, in the amount of <br />2,077,019.43. The engineer’s estimate was $2,267,961.00. <br /> <br />M.1 Metro Cities Annual Meeting on Wednesday, April 23,2025 <br /> <br />Council has been invited to attend the Metro Cities Annual Meeting will be held on Wednesday, <br />April 23, 2025, at 5:00 pm at the Roseville Skating Center. The meeting will include a social <br />hour, guest speaker Steve Grove, CEO and Publisher – Star Tribune, and a brief meeting to elect <br />members and officers to the Metro Cities Board of Directors. Staff recommends Council <br />schedule this as a meeting if they wish to attend. <br /> <br />M.2 Schedule League of MN Cities Annual conference on June 25-27, 2025 <br /> <br />The League of MN cities will be holding their 2025 annual conference at the Duluth <br />entertainment Convention Center on June 25-27, 2025. Staff recommends Council schedule as a <br />meeting if they wish to attend. <br /> <br />M.3 Vacancy on the Brown’s Creek Watershed District <br /> <br />Watershed District Manager Larry Odebrecht has resigned his position on the board and a <br />vacancy has been created. The county is seeking an individual to serve a partial term through <br />October 21, 2027. Statute requires County Boards select watershed district managers from an <br />aggregate list of qualifying nominees submitted by townships and municipalities. Anyone <br />interested in being on the Brown’s Creek Watershed District Board can contact Hugo City Hall. <br />Application deadline is April 18, 2025. <br /> <br /> <br /> <br />
