2 <br />on the City, since we pay for the oversizing costs for development, which is very expensive. The <br />planned sewer and water utilities should be evaluated to determine the range of planning and <br />if there is another way to plan for future sewer and water that could reduce expenses. <br /> <br />At its January 27, 2025, goal setting meeting the City Council directed staff to bring forward a <br />scope of work for a corridor study for 165th Street. Staff put together a scope of work for an <br />Alternative Urban Areawide Review (AUAR) that will analyze multiple development scenarios <br />including land use, infrastructure, environmental assessment, and costs. An AUAR can satisfy <br />State regulations for environmental review of certain types of development and extension of <br />sewer systems. Completing an AUAR allows future development in this area to be “pre- <br />approved” from an environmental review by the State, so development in the area does not <br />have to go through this process with each development application. The AUAR will include <br />public engagement and will inform the 2050 Comprehensive Plan. The consultants proposed to <br />work on the study are WSB and Landform. The total cost of the study is $167,324. <br /> <br />Grant Opportunity <br /> <br />Washington County Community Development Agency (CDA) provides the opportunity for pre- <br />development grants to cities for area studies, such as the proposed 165th Street AUAR. The <br />AUAR meets the pre-development grant criteria for increased growth for economic <br />development and will provide planning recommendations through analysis of land use, <br />infrastructure, and natural resources to inform development in the area. Staff recommends <br />applying for a pre-development grant to evaluate a number of key elements to facilitate the <br />development of this area. <br /> <br />2. STAFF RECOMMENDATION: <br /> <br />Staff recommends the City Council authorize staff to move forward with the AUAR. <br /> <br />Staff recommends approval of the resolution authorizing submittal of the Washington County <br />CDA pre-development grant application in the amount of $40,000, which is the maximum grant <br />amount allowed. <br /> <br /> <br />Attachments: <br />1.
