1 <br /> <br /> <br /> <br /> <br /> <br /> <br />Special Event Permit - Memorandum <br /> <br /> <br /> <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Date: May 23, 2025, for City Council Meeting on June 2, 2025 <br />Re: Special Event Permit for Brats, Bags, and Baskets Fundraiser for the Good Neighbors <br /> Food Shelf on Saturday, September 20, 2025 <br /> <br /> <br /> <br />1. BACKGROUND: <br /> <br />The Hugo Lions Club is requesting a Special Event Permit to hold an event at the <br />Lions Volunteer Park to raise money for the Hugo Good Neighbors Food Shelf. This <br />will be the first year the event has been held. A Special Event Permit approved by <br />Council is necessary because there will be over 200 people in attendance, alcohol <br />served, and amplified sound. <br /> <br />2. DESCRIPTION OF EVENT: <br /> <br />The Brats, Bags, and Baskets Fundraiser event will consist of children’s activities, a <br />cornhole tournament organized by the Hugo Lions Club, a silent auction inside the <br />Pavilion, and grilled bratwursts and hotdogs along with other food items available for <br />purchase. All proceeds will go to the Hugo Good Neighbors Food Shelf. <br /> <br /> Estimated Attendance – Approximately 300-400 people are expected to attend <br />throughout the day. <br /> Times – The event will run from 11 a.m. to 5 p.m. Additional time before and after <br />the event will be needed for setup and teardown. <br /> Public Health Plans – One porta potty and wash station will be rented and located <br />near the cornhole tournament where the beer will be served. Bathrooms are available <br />inside and outside of the Pavilion. The Lions Club will be supplying additional <br />garbage cans to be placed around the event area. Trash will be placed in the <br />dumpsters located on the southwest corner of the pavilion. <br /> Emergency and Security Plans – Staff feels there is no need for emergency and <br />security plans. The Washington County Sherrif and Hugo Fire Department personnel <br />are planning to be attending the event for community engagement. <br /> Admission Fees – There will be an entry fee for the bags tournament and fees for <br />some of the children’s activities. Food and beverages will be available for sale. <br />Silent auction items will be paid for by check or through Venmo to the Food Shelf.
