<br />G.6 Approve Donation to the Hugo Fire Department from the Hugo American Legion <br /> <br />The Hugo American Legion would like to donate $1,000 to the Hugo Fire Department from pull- <br />tab proceeds for equipment and training. All donations to the Fire Department must be approved <br />by the Council. Staff recommends Council approve the donation of $1,000 to the Hugo Fire <br />Department. <br /> <br />G.7 Approve Special Event Permit for Tough Mudder on June 28-29, 2025 <br /> <br />Tough Mudder has applied for a Special Event Permit to hold a two-day endurance sport event at <br />Wild Wings Game Farm on June 28-29, 2024. Tough Mudder is a for-profit company that has <br />held events in the US since 2010 and elsewhere in the world since 2016. This will be the ninth <br />year the event has been held at Wild Wings. A Special Event Permit approved by Council is <br />necessary because there will be an estimated 5,800 people on site on Saturday and 1,500 on <br />Sunday. There will also be impacts to public streets, use of an amplified sound system, and <br />alcohol served. Staff recommends Council approve the Special Event Permit for the Tough <br />Mudder on June 28-29, subject to the conditions in the staff memo. <br /> <br />G.8 Approve Temporary Liquor License for Tough Mudder on June 28-29, 2025 <br /> <br />The Hugo Lions Club has submitted a temporary liquor license application to serve beer and <br />seltzers at the Tough Mudder event to be held at Wild Wings Game Farm on June 28-29. Staff <br />recommends Council approve the temporary liquor license for the Lions Club for Tough <br />Mudder. <br /> <br />G.9 Approve Temporary Liquor License for Brats, Bags, and Baskets Fundraiser for the <br />Food Shelf on September 20, 2025 <br /> <br />The Hugo Lions Club has submitted a temporary liquor license application to serve beer and <br />seltzers at the Brats, Bags, and Baskets fundraiser event to be held at the Lions Volunteer Park <br />on September 20, 2025. Staff recommends Council approve the temporary liquor license for the <br />Lions Club for Brats, Bags, and Baskets fundraiser. <br /> <br />G.10 Approve the Capital City Regional Firefighters’ Association Reciprocal Fire Service <br />Agreement <br /> <br />The City currently has Mutual Aid Agreements with all Washington County fire departments, <br />White Bear Lake, Centennial Fire District, Lino Lakes, and the DNR. In addition to this, Hugo Fire <br />Chief Jim Compton, Jr., is requesting on behalf of the Capital City Regional Firefighter’s <br />Association to enter into a Reciprocal Fire Service Agreement designed to formalize mutual aid <br />capabilities between the 33 fire departments in the Association. This agreement represents a <br />collective effort to streamline and strengthen the regional response framework by enabling <br />departments to request and provide mutual aid under clear, standardized terms. It was developed <br />with input from several municipal attorneys representing member departments and was created in <br />alignment with the League of Minnesota Cities’ information memo, “Considerations in Mutual Aid <br />Agreements”. Basically, this agreement would allow the City of Hugo to utilize resources from fire <br />departments that are outside our normal Auto/Mutual Aid response if needed. The Hugo Fire <br />Department believes this agreement will greatly enhance the Department’s ability to support one <br />another and serve communities more effectively during times of need. Staff recommends council <br />approve the Capital City Regional Firefighters Association Reciprocal Fire Service Agreement.
