<br />City of Hugo <br />Policy for Remote Meeting Attendance <br /> <br /> <br /> <br />Purpose: to allow a Hugo Council Member, Commission or Board Member to be <br />considered in attendance through interactive online media technology for the purpose <br />of determining a quorum and participating in all proceedings. <br /> <br />Background: Minnesota Statute 13D.02 allows for meetings to be conducted by <br />interactive TV under certain conditions. An advisory opinion released in 2012 by the <br />Information Policy Analysis Division (IPAD) has determined that a city council <br />member can attend and participate in a meeting from a remote location using <br />Skype,technology if the requirements of the State Statute have been met. <br /> <br />Policy: A member of the Council, Commission, or Board will be considered present <br />at a meeting from a remote location using Skype, or similar interactive <br />media,technology if the following requirements have been met: <br /> <br />1. All members of the body participating in the meeting, wherever their physical <br />location, can hear and see one another and hear and see all discussion and <br />testimony presented at any location at which at least one member is present. <br />2. Members of the public present at the regular meeting location of the body can <br />hear and see all discussion and testimony and all votes of members of the <br />body. Public comment will only be allowed at the regular meeting location. <br />3. At least a quorum of the body is physically present at the regular meeting location. <br />4. All votes are conducted by roll call so each member's vote on each issue can <br />be identified and recorded <br />4.5. The Presiding Officer must be present at the regular meeting location. <br />5. Each location at which a member of the body is present is open and <br />accessible to the public. <br />6. <br /> Notice of the meeting shall be provided at each of the locations where a <br />member is participating. The timing and method of providing notice depends <br />on whether the meeting is regular, special, or emergency.provide notice of the <br />regular meeting location and the fact that members may participate in the <br />meeting by interactive technology and will contain all the information needed <br />for the public to monitor the meeting remotely, including meeting links and/or <br />access codes, as applicable. For the purpose of remote attendance of regular <br />meeting, the meeting will be considered a special meeting, which is any <br />meeting at a time or place different from that stated in the Council’s schedule of <br />regular meetings. The posted notice of a special meeting will comply with the <br />following requirements. The timing and method of notice of the regular <br />meeting location is the same as for in-person council meetings and depends on <br />whether the interactive technology meeting is a regular, special, or emergency <br />meeting.
