<br />City of Hugo <br />Policy for Remote Meeting Attendance <br /> <br /> <br />Purpose: to allow a Hugo Council Member, Commission or Board Member to be <br />considered in attendance through interactive technology for the purpose of <br />determining a quorum and participating in all proceedings. <br /> <br />Background: Minnesota Statute 13D.02 allows for meetings to be conducted by <br />interactive technology if the requirements of the State Statute have been met. <br /> <br />Policy: A member of the Council, Commission, or Board will be considered present <br />at a meeting from a remote location using interactive technology if the following <br />requirements have been met: <br /> <br />1. All members of the body participating in the meeting, wherever their physical <br />location, can hear and see one another and hear and see all discussion and <br />testimony presented at any location at which at least one member is present. <br />2. Members of the public present at the regular meeting location of the body can <br />hear and see all discussion and testimony and all votes of members of the <br />body. <br />3. At least a quorum of the body is physically present at the regular meeting location. <br />4. All votes are conducted by roll call so each member's vote on each issue can <br />be identified and recorded <br />5. The Presiding Officer must be present at the regular meeting location. <br />6. Notice of the meeting shall provide notice of the regular meeting location and the fact <br />that members may participate in the meeting by interactive technology and will contain <br />all the information needed for the public to monitor the meeting remotely, including <br />meeting links and/or access codes, as applicable. The timing and method of notice of <br />the regular meeting location is the same as for in-person council meetings and depends <br />on whether the interactive technology meeting is a regular, special, or emergency <br />meeting. <br />7. Remote meeting attendee will be responsible for all costs related to technology and <br />devices needed to meet the above requirements. <br />8. If at any time a quorum of the governing body at the regular meeting location has <br />determined the method of attendance by interactive online media has proven to be <br />disruptive or troublesome to meeting proceedings, the remote attendee will no longer <br />be considered in attendance and will not be permitted to participate in discussion and <br />voting. Reasons to dismiss the remote attendee could be poor quality video or audio, <br />excessive lag time, etc. <br />9. The minutes must reflect the names of any members appearing by interactive television <br />technology and state the reason or reasons for it.
