<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON OCTOBER 6, 2025 <br /> <br />D.1 September 15, 2025, Midyear Budget Workshop <br />D.2 September 15, 2025, City Council Meeting <br />D.3 September 16, 2025, Business Breakfast <br />D.4 September 16, 2025, AUAR Joint Workshop <br />D.5 September 20, 2025, Good Neighbor Food Shelf Fund Raiser <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Finance Director Anna Wobse <br /> <br />Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008, and has worked in <br />accounts payable and payroll functions. In March 2018, Council approved Anna as the new <br />Finance Coordinator and in October 2021 as the new Finance Director. City Administrator <br />Bryan recommends Council approval of the annual performance review for Finance Director <br />Anna Wobse. <br /> <br />G.3 Approve Hiring of Ryan Christiansen as New Public Works Worker <br /> <br />Staff recommends the hiring of Ryan Christiansen to fill the vacant position of Public Works <br />Worker. Ryan has experience as a tree service professional as well as equipment operation and <br />has a strong mechanical background. If approved, Ryan would begin employment with the City <br />on October 20, 2025. Staff recommends Council approval to hire Ryan Christiansen at Pay <br />Grade 5, Step 3. <br /> <br />G.4 Approve Appointment of Bob Bienek as Lieutenant on the Hugo Fire Department <br /> <br />There were three letters of interest for the open lieutenant position at the Fire Department. After <br />interviews were conducted on September 18, 2025, Bob Bieniek was found to be the best fit for <br />the position. Bob has been with the Fire Department since December of 2008, served as a <br />lieutenant from September 2011 to February 2014, then as a captain until December 2021. Staff <br />recommends Council approve the appointment of Bob Bieniek as lieutenant on the Hugo Fire <br />Department. <br /> <br />G.5 Approve Resignation of Planning Commissioner Michael R. Kelly <br /> <br />At its November 21, 2022, City Council meeting, Council approved the appointment of Michael <br />Kelly to the Planning Commission. On September 25, 2025, Michael submitted his letter of <br />resignation. Staff recommends Council approve the resignation of Michael Kelly from the <br />Planning Commission effective immediately. <br /> <br />G.6 Approve Amendment to T-Mobile Lease for Communications on Water Tower #3 <br /> <br />Staff has negotiated an amendment to the current T-Mobile water tower antenna site lease. The <br />lease expired at the end of September, and T-Mobile wishes to keep their communication <br />antenna equipment on Water Tower #3 (north tower). Staff recommends Council approve the <br />amendment to the T-Mobile lease agreement subject to minor revisions by staff.
