The projects within <br />the CIP identify one project within the City of Hugo. A few items related to transportation and <br />parks/trails were identified for comment. <br /> <br />Everton Avenue/CSAH 8. Although this intersection has been included in previous ICRS reports, it was <br />not included in the 2024 report. We recommend that this intersection continue to be monitored by <br />Washington County staff and remain a candidate for future intersection improvements. <br />Goodview Avenue/CSAH 8. Although this intersection has been included in previous ICRS reports, it <br />was not included in the 2024 report. We recommend that this intersection continue to be monitored by <br />Washington County staff and remain a candidate for a future improvement project. The geometrics and <br />sightlines at this intersection could be improved for safety. The City appreciates the signing <br />improvements to the intersection that have been installed by the County. <br />Elmcrest Avenue. The extension of Otter Lake Road to connect to Elmcrest Avenue is planned for <br />construction in 2026. Master planning for the Elmcrest Avenue corridor should be considered for <br />upcoming CIP discussions. These discussions and the master planning should include adjacent <br />jurisdictions. <br />Hardwood Creek Regional Trail. County staff has completed a feasibility study of the missing trail <br />segment from 140th Street to the south County boundary. Grant funding was applied for and awarded for <br />the project, but does not cover the full cost of planning/design and construction. The estimated cost of <br />the trail extension totals $3,349,000. The estimated cost has increased throughout the years in the CIP, <br />with local contribution included as a funding source. The local contribution of $835,000 is not included <br />in any City CIP. At the right time, the local contribution request should be made to the Hugo Parks <br />Commission. We would like to continue to meet with Washington County staff for discussion on the <br />planning/design, budget, and construction of the alternate alignment and extension of the trail. <br />In addition, the reconstruction of 140th Street, Fenway Boulevard, and 130th Street are in the City’s <br />Streets CIP for 2026. We have been discussing the trail installation and reconstruction to be included <br />with street projects with County staff for several months. The trails along the streets are identified as the <br />Hardwood Creek Regional Trail alternate alignment. Per its cost share policy, the County has included <br />J.2
