50% of the cost for the trail along 140th Street in its CIP, however it does not include the replacement of
the trail along Fenway Boulevard. In 2024, the City of Hugo evaluated all trails within the City. The trail
along Fenway Boulevard, which is a part of the regional trail, was rated as poor. It would be possible to
see significant cost savings by replacing the trail with the upcoming street improvement project in
Hugo’s CIP. We encourage the County to include this in its CIP for 2026.
Streets and Trails Pavement Preservation. The trail on the north side of CSAH 8, which is a part of the
Glacial Hills Regional Trail and currently a county trail, rated as fair. Pavement maintenance in the near
future should be considered for this trail. The City would like to have discussions with the County on its
cost sharing policy related to maintenance of trails in its system. We are happy to share the trail ratings
and CIP with the County.

Thank you for your cooperation. We look forward to continuing the quarterly meetings with Washington
County staff.
