Council Meeting Minutes for July 21, 2025 <br />Page 4 of 5 <br /> <br />Approve Temporary Liquor License for Hugo Lions Club for the Wilson Tool Picnic on <br />Saturday, August 9, 2025 <br /> <br />The Hugo Lions Club has applied for a Temporary Liquor License to serve alcohol at the Wilson <br />Tool Picnic on August 9, 2025. The Club has provided the completed application, application <br />fee, and proof of Liquor Liability Insurance for the event. Staff recommends Council approve the <br />Temporary Liquor License for the Wilson Tool Picnic on Saturday, August 9, 2025. <br /> <br />Discussion and Approval of Revised Remote Attendance Policy <br /> <br />At its October 20, 2014, meeting, Council adopted a Remote Attendance Policy to allow a <br />council member to use remote technology to attend a City Council meeting from a location other <br />than the Council Chambers. Legislation over the past 11 years, and specifically during COVID, <br />has amended the law on remote meeting attendance. <br /> <br />City Administrator Bryan Bear explained that when the policy was first adopted, a quorum was <br />required to be present at the regular location, the presiding officer needed to be present at the <br />regular location, and the remote location needed to be open and accessible to the public. Since <br />then, changes in the State Statute required all votes be conducted by roll call, only one member <br />need be present at the regular location, the presiding officer need not be present at the regular <br />location, and the minutes needed to reflect the name(s) and reason for remote attendance. A new <br />law enacted during the 2025 Legislative Session made changes to the Open Meeting Law and <br />eliminated the “open and accessible” location rule for remote meeting attendees. Staff reviewed <br />the City’s policy on remote attendance and recommended Council consider revisions to comply <br />with State Statute. Bear asked Council to discuss the policy, specifically whether to allow only <br />one member to be at the regular location and whether the presiding officer should be required to <br />be at the regular location. <br /> <br />Council questioned how pandemics and state of emergencies would be handled. Bear speculated <br />that new rules would likely be created should the next pandemic happen and changes in <br />technology could affect the way meetings would be conducted. <br /> <br />Council agreed that the majority of the Council should be in attendance at the regular location <br />citing the importance of public interaction and a sense of normality. It was also agreed that the <br />presiding officer should be in attendance to avoid logistical challenges, and it was mentioned that <br />remote technology blocked the sound of the gavel. There was discussion on the importance of <br />having flexibility since it allowed a council member to stay involved who may otherwise be <br />unable to participate. There were also concerns that a council member could be permanently <br />remote and how there needed to be guidelines to prevent that. Bear offered to have staff revise <br />the purpose statement in the policy to address that and add the revised policy to the next Consent <br />Agenda. <br /> <br />Schedule 165th Street AUAR Open House on Wednesday, July 30, 2025 <br /> <br />At its April 21, 2025, meeting the City Council authorized staff to move forward with the 165th <br />Street Alternative Urban Areawide Review (AUAR).
