Council Meeting Minutes for July 21, 2025 <br />Page 3 of 5 <br /> <br />Approve Advertisement for Vacant Public Works Worker Position <br /> <br />The recent resignation of a Public Works employee created an open position in the Public Works <br />Department. Adoption of the Consent Agenda approved the advertisement for the vacant Public <br />Works Worker position in the Public Works Department. <br /> <br />Approve Appointment of Jordan Fahey to the Planning Commission <br /> <br />On June 30, 2025, Council held interviews to consider applicants to fill vacant commission <br />positions. After discussion, Council selected Jordan Fahey to fill the vacant position on the <br />Planning Commission. Adoption of the Consent Agenda approved Jordan Fahey as a new <br />Alternate Planning Commissioner. <br /> <br />Approve Minor Subdivision for Barton Guthrie – 8991 130th Street North <br /> <br />Barton Guthrie had requested a minor subdivision of a 40-acre parcel located at 8991 130th Street <br />North, splitting it into a 30-acre parcel and a 10-acre parcel. At its July 10, 2025, meeting, the <br />Planning Commission held a public hearing and considered the request. No one spoke during the <br />public hearing, and the Commission voted unanimously to recommend approval of the minor <br />subdivision to the City Council. Adoption of the Consent Agenda approved RESOLUTION <br />2025-28 APPROVING A MINOR SUBDIVISION FOR BARTON GUTHRIE FOR <br />PROPERTY LOCATED AT 8991 130TH STREET NORTH. <br /> <br />Approve Ordinance Amending the Fence Ordinance <br /> <br />Section 90-227 of City Code outlined requirements for fences and required approval of a <br />Conditional Use Permit (CUP) for placing a fence within a drainage and utility easement. Staff <br />has been requiring that residents constructing a fence within an easement request an <br />Encroachment Agreement from the City Council instead of a CUP, whether or not the easement <br />has any public improvements, which lengthened the approval process for a fence. Staff had <br />drafted amendments to streamline the process for approving fences. At its meeting on July 10, <br />2025, the Planning Commission held a public hearing and considered the request. No one spoke <br />during the public hearing, and the Planning Commission voted unanimously to recommend <br />approval of the ordinance amendments. Adoption of the Consent Agenda ORDINANCE 2025- <br />544 AMENDING CHAPTER 90, ARTICLE, SECTION 90-227 AS IT RELATES TO FENCES. <br /> <br />Approve Special Event Permit for the Wilson Tool Company Picnic on August 9, 2025 <br /> <br />Wilson Tool had applied for a Special Event Permit for their annual company picnic to be held <br />on Saturday, August 9, 2025, from 11 a.m. to 4 p.m. at Hanifl Fields. Approximately 900 people <br />were expected to attend. There would also be amplified sound for announcements and alcohol <br />served. Council approval is required for any event that serves alcohol, has amplified music, and <br />attendance of over 200 people. Adoption of the Consent Agenda approved the Special Event <br />Permit for Wilson Tool’s company events. <br /> <br />
