Council Meeting Minutes for September 15, 2025 <br />Page 4 of 6 <br />Approve Naming of Prairie Park in Oneka Prairie Development <br /> <br />At the meeting of June 12, 2023, Council approved the final plat and development agreement for <br />Southwind Holdings, LLC, on property located at 16345 Everton Avenue North for Oneka <br />Prairie. The developer dedicated .62 acres of park land and paid fees to satisfy the park <br />dedication requirement. Prior to dedication, the developer installed a small playground and <br />landscaped the park. The City has since taken over maintenance and the park is now available <br />for public use. At their meeting of August 20, 2025, the Parks Commission discussed a name for <br />the new park and recommended “Prairie Park”. Adoption of the Consent Agenda approved <br />naming the new park in the Oneka Prairie residential development “Prairie Park”. <br /> <br />Assessment Hearing for 2025 Street Improvement Project: Duck Pass, Palmes Long Lake <br />Estates, and Ingersoll Avenue North Area <br /> <br />On April 7, 2025, the City of Hugo awarded a construction contract for the completion of the <br />2025 Street Improvement Project, which includes Duck Pass, Palmes Long Lake Estates, and the <br />Ingersoll Avenue N Area. During the Council meeting on August 18, 2025, the Council adopted <br />a resolution declaring the costs to be assessed for the project and scheduled the assessment <br />hearing for this evening. The Notice of Assessment Hearing had been published in the <br />newspaper and mailed to the owners of each parcel described in the assessment roll at least two <br />weeks prior to this hearing. <br /> <br />City Engineer Mark Erichson presented a PowerPoint providing the background and an overview <br />of the project. The total cost of the project was $1,296,232. According to the assessment policy, <br />each unit would be assessed $3,400 totaling $177,378 leaving $1,118,854 to be paid by City <br />funds. Assessments would be spread over a 10-year period at 5.05% and can be prepaid without <br />interest within 30 days or paid off in full in subsequent years. A senior citizen deferral is <br />available for those over 65 years of age, but interest does accrue. Erichson explained the process <br />for assessments, which is governed by State Statute. He recommended Council hold the public <br />hearing and approve the resolution adopting assessments for the 2025 Street Improvement <br />Project. <br /> <br />Mayor Weidt opened the public hearing. <br /> <br />John Dostal, 1429 Riverside Drive, River Falls, WI, stated he was a partner of the Dostal Family <br />Limited Partnership. The family owned approximately 100 acres of land on the northwest corner <br />of Jody Avenue and 122th Street. There were four separate tax parcels. One 16-acre parcel <br />abutted the Palmes Long Estates neighborhood. He provided a written and oral objection to the <br />assessment on that parcel stating it had no direct access to 125th Street Circle North. He said <br />there was a large ditch, steep bank and there was no access or stub when the development went <br />in. They currently accessed the parcel through their contiguous parcels. He asked the Council to <br />reconsider the assessment on that parcel. <br /> <br />There were no other comments and the Mayor closed the public hearing. <br /> <br />
