Council Meeting Minutes for September 15, 2025 <br />Page 3 of 6 <br />Approve Purchase of Complete Replacement SCBA Fill Station for the Hugo Fire <br />Department <br /> <br />The Self-Contained Breathing Apparatus (SCBA) filling station at the fire station had been used <br />for over 25 years and needed to be replaced due to age and breakdowns. Different options were <br />explored, and quotes were received from three vendors. The resale value and sale of the current <br />SCBA fill station and bottles would be evaluated by a third-party vendor. Sufficient funding has <br />been budgeted in the building maintenance fund for the work. Adoption of the Consent Agenda <br />approved the purchase of an SCBA fill station from MacQueen at a price not to exceed <br />$62,762.00. <br /> <br />Approve Resolution Approving Preliminary Tax Levy for 2026 <br /> <br />The City Council had a long-standing history of following the flat tax rate policy when setting <br />the City’s property tax levy. The preliminary tax levy payable in 2026 continued this approach <br />and provided for no increase in the current urban tax rate. The total proposed 2026 property tax <br />levy of $13,567,000 would keep the urban tax rate at 39.107% of tax capacity. Adoption of the <br />Consent Agenda approved RESOLUTION 2025-34 APPROVING PRELIMINARY TAX <br />LEVY PAYABLE IN 2026 <br /> <br />Approve Special Event Permit for Hugo American Legion for Tent Sales/Oktoberfest on <br />Saturday, October 4, 2025 <br /> <br />The Hugo American Legion Post 620 had applied for a Special Event Permit for their annual <br />Tent Sales and Oktoberfest Celebration to be held on Saturday, October 4, 2025. This event <br />required a Special Event Permit approved by Council because there would be about 200 people <br />in attendance, alcohol sold outdoors, and music outside until approximately 9 p.m. Adoption of <br />the Consent Agenda approved the Special Event Permit for the Hugo American Legion Post 620 <br />in accordance with their application and conditions in the memo. <br /> <br />Approve Pay Request No. 2 to Northwest Asphalt, Inc. for Beaver Ponds and 2025 Street <br />Improvement Projects <br /> <br />Northwest Asphalt, Inc. had submitted Pay Request No. 2 in the amount of $789,861.06 for work <br />certified through September 10, 2025, for both the Beaver Ponds and the 2025 Street <br />Improvement Projects. Both projects were not substantially complete and only had minor punch- <br />list items to complete. Adoption of the Consent Agenda approved payment to Northwest <br />Asphalt, Inc. in the amount of $789,861.06. <br /> <br />Approve Purchase of Park Signs <br /> <br />One of the 2025 Goals of the Parks Commission was to install new park signs according to the <br />park sign replacement plan. New signs were installed in summer 2025 at Hugo Public Works, <br />Irish Avenue Park, and Diamond Point Park. At their meeting of August 20, 2025, the Parks <br />Commission recommended the purchase of sixteen new park monument signs for a total cost of <br />$20,980. Adoption of the Consent Agenda approved the purchase of the park signs.
