BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON NOVEMBER 17, 2025 <br />D.1 Approve Minutes for November 3, 2025, City Council Meeting <br />D.2 Approve Minutes for the November , 2025, Agape Ribbon Cutting <br />Staff recommends Council approve the above minutes as presented. <br />G. 1 Approve Claims Roster <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Snowmobile Trail Applications for Hugo Snowmobile Club and Rice Creek <br />Trail Association <br />The Hugo Snowmobile Club and the Rice Creek Trail Association have submitted their <br />respective Snowmobile Trail Applications for the 2025-2026 snow season. According to the <br />submitted applications, snowmobile trails in Hugo will remain the same as last year. Staff <br />recommends Council approve the Snowmobile Trail Applications for the Hugo Snowmobile <br />Club and the Rice Creek Trail Association. <br />G.3 Approve Resolution Supporting City of Lino Lakes Grant Application for Local Road <br />Improvement Program Funds <br />The City of Lino Lakes is requesting a resolution supporting their application for funds from the <br />Minnesota State Transportation Fund through their Local Road Improvement Program. The City <br />of Lino Lakes is proposing to construct the extension of Otter Lake Road between CSAH14 and <br />Elmcrest Avenue. This project is identified in the City of Hugo’s 2040 Comprehensive Plan and <br />Washington County’s 2040 Transportation Plan. Staff recommends Council approve the <br />resolution supporting Lino Lakes Local Road Improvement Program Grant Application. <br />I.1 Approve Resolutions Approving Feasibility Study and Set Public Hearing for 2026 <br />Bald Eagle Industrial Park Area Street Improvement Project <br />The 2026 Bald Eagle Industrial Park Street Improvement Project consists of full-depth pavement <br />removal, paving, mill and overlay improvements, spot curb and gutter replacement, trail <br />improvements, street lighting improvements, and minor utility improvements on the following <br />streets: 130th Street N from Europa Trail to Forest Blvd N / Trunk Highway 61 (TH 61), <br />Farnham Avenue N from the south terminus to 130th Street N, Fenway Blvd N from 130th Street <br />N to 140th Street N, and 140th Street from Fenway Blvd N to Forest Blvd / TH 61. The project <br />scope includes improvements at Water Tower Park, which will involve demolishing an <br />abandoned communications building and removing old watermain infrastructure. Additionally, <br />the existing trail along Europa Court will be reconstructed as part of this project. The total <br />estimated cost for the 2026 Bald Eagle Industrial Park Street Improvement Project is <br />approximately $4,690,400. This figure includes the projected construction costs for 2026, a 5% <br />construction contingency, and indirect costs amounting to 20% of the estimated construction <br />expenses. Funding for the project will be provided through a combination of funding from the <br />City, State Aid, and Washington County funds, as well as assessments to benefiting properties. <br />Staff recommends Council approve the resolution accepting the feasibility report and setting a <br />public hearing for December 15, 2025.
