I.2 Approve Resolution Appealing Metropolitan Council System Statement <br />The Metropolitan Council has completed the system statements for every community in the <br />seven-county metropolitan area within the Metropolitan Council’s jurisdiction. This is the <br />starting point for the 2050 Comprehensive Plan cycle. Staff presented the system statement to the <br />City Council at its November 3, 2025, meeting and outlined items that staff believed were wrong <br />in the system statement regarding forecasts for population, households, employment, and sewer <br />allocation. Staff stated they are trying to work out the differences with Metropolitan Council <br />staff, however, if not accomplished the City will need to formally appeal and request hearings at <br />a Metropolitan Council committee and the State Office of Administrative Hearings. Staff has not <br />been able to work out the differences with Met Council staff within the 60-day period. Staff <br />recommends approval of the resolution appealing the Metropolitan Council’s system statement <br />for the City of Hugo and requesting a hearing. <br />M.1 Schedule Wednesday, November 19, 2025, Met Council Committee of the Whole Meeting <br />Council has been invited to attend the Metropolitan Council Committee of the Whole meeting in <br />Woodbury on Wednesday, November 19, 2025, from 4:30-6:30 p.m. The meeting will be held at <br />Central Park in Woodbury and focus on the value and future of water in the region. Staff has <br />posted this as a possible quorum of the Council and recommends Council formally schedule this <br />as a meeting if they wish to attend. <br />N. Adjournment
