Feasibility Report <br />2026 Bald Eagle Industrial Park Area Street Improvement Project <br />S.A.P. 224-101-003, 224-108-003, 224-110-003 <br />City of Hugo <br />WSB Project No. 028436-000 Page 1 <br />1.Executive Summary <br />The feasibility study and report for the 2026 Bald Eagle Industrial Park Street <br />Improvement Project has been prepared for the City of Hugo. <br />Maps illustrating the project locations can be found in Figures 1, 2 and 3 in the <br />proposed improvements Appendix A. <br />The proposed improvements include partial reconstructio n, spo t curb and gutter <br />replacement, removal and replacement of street lighting, and minor storm sewer, <br />sanitary, and watermain improvements on the following streets: <br />•130 th Street N from Europa Trail to Forest B lvd N / Trunk Highway 61 (TH 61) <br />•Farnham Avenue N from the south terminus to 130 th Street N <br />•Fenway B lvd N from 13 0 th Street N to 140 th Street N <br />•140 th Street from Fenway B lvd N to Forest B lvd / TH 61 <br />The proposed improvements also include mill and overlay improvements on Fenway <br />B lvd Court N and on 130 th Street N from about 200 feet west of Forest B lvd / TH 61 <br />to TH 61. <br />The trail system in the area is also proposed for improvements , including the <br />conversion of a sidewalk to a bituminous trail on 140 th Street N and the <br />reconstruction of trails on Fenway Boulevard and Europa Court N. A new trail along <br />the north side of 130 th Street N from TH 61 to Fenway B lvd is recommended. <br />Building demolition of an abandoned communications building, along with a small <br />amount of watermain improvements at Water t ower Park, is als o proposed. <br />The total project cost is estimated to be $4,690,400 . The project is proposed to be <br />funded through a combination of municipal , county, state aid funds , and special <br />assessments. The estimated costs for the proposed improvements are detailed in the <br />table below. Those costs include a 5 % construction contingency and 2 0 % allowance <br />for indirect costs. <br />The improvements are proposed to be funded from the City’s state aid funds, local <br />City funds, Washington County regional trail funds, and Special Assessments to the <br />benefiting property owners. <br />The 202 6 Bald Eagle Industrial Park Area improvements are scheduled to begin <br />construction during the spring of 202 6 , with utility and street surface improvements <br />to be substantially complete by September 202 6 . <br />The 202 6 proposed project area includes four single -family residential properties, <br />nine low -density and medium -density multi -family residential parcels, eleven <br />commercial properties, seven planned unit development lots (multi -family <br />residential), twenty -six industrial properties, and one propert y with no zoning (Finale <br />Ave nue right -of-way easement).
