Introduction <br />2.1 Authorization <br />The City Council authorized the preparation of a feasibility study on February 27, <br />2025. This expands on the work previously done by WSB on behalf of the City with <br />the 130 th Street Trail Extension Feasibility Report, dated May 1, 2020. This previous <br />feasibility report is included in Appendix D . <br />2.2 Scope <br />T he proposed improvements include the following : <br />• Full depth removal of the existing pavement , placement of new pavement, <br />spot curb and gutter replacements , and storm, sanitary, watermain <br />adjustments on: <br />o 130 th Street N from Europa Trail N to about 200 feet west of Forest B lvd <br />/ TH 61 <br />o Farnham Avenue N from the south terminus to 130 th Street N <br />o Fenway B lvd N from 130 th Street N to 140 th Street N <br />o 140 th Street from Fenway B lvd N to Forest B lvd / TH 61 <br />• 2” mill and overlay of the bituminous pavement, spot curb and gutter <br />replacements, and storm, sanitary and watermain adjustments on: <br />o Fenway B lvd Court N <br />o 130 th Street N from about 200 feet west of Forest B lvd / TH 61 to TH 61 <br />• R epla cement of the existing bituminous trail on the west side of Fenway B lvd , <br />as well as replacing the current concrete sidewalk on the south side of 140 th <br />Street with a 10 -foot bituminous trail. This new trail will serve as an interim <br />route for the Washington County Hardwood Creek Regional Trail. Additionally, <br />the trail on the west side of Europa Court N will also be replaced. <br />• Removal and replacement of street lighting along Fenway Blvd N and 130 th <br />Sreet N. <br />• A new 8 -foot bituminous trail on the north side of 130 th Street N from Fenway <br />Blvd N to Forest B lvd / TH 61 . <br />2.3 Data Available <br />City staff and WSB collaborated to acquire multiple forms of data to use in <br />determining the maintenance and improvements needed for this project. This data <br />included: <br />• Geotechnical pavement cores to determine the existing pavement condition <br />• Topographic survey of the project area
